About this file

This document is Standard Form 30 (Amendment of Solicitation/Modification of Contract), Amendment 0004 to solicitation W912WJ26QA173, issued by the W2SD ENDIST New England KO Contracting Division under the U.S. Army Corps of Engineers on October 13, 2026.

The amendment provides responses to three industry questions regarding a snow plowing services contract. The solicitation closing date remains October 16, 2026 at 2:00 PM Eastern, with no extension granted. Key clarifications include: (1) End-of-season cleanup is not required; sanding, salting, ice treatment, and spring cleanup are not required, though contractors remain responsible for repairing damage caused by their operations; (2) Snow will be plowed to designated storage areas on an as-needed basis without loading or hauling requirements; and (3) The contract prices 20 services per year, and contractors cannot exceed this number without a formal modification. The Government may issue additional Requests for Proposal for services beyond the contracted amount but is under no obligation to do so. All other terms and conditions of the original solicitation dated September 18, 2026 remain unchanged. Offerors must acknowledge receipt of this amendment prior to the October 16 deadline using one of three specified methods to avoid rejection of their proposals.

REQUEST FOR INFORMATION:

Question 3: The PWS on pages 15-17 describes snow plowing, while the attachment cover mentions end-of-season cleanup. Are sanding, salting, ice treatment, or spring cleanup required?

If so, should those costs be included in the per-service price?

Response 3: End-of-season cleanup is not required. Sanding, salting, ice treatment, and spring cleanup are not required; however, the awarded Contractor is responsible for repairing any damage caused by their operations as required in the Performance Work Statement, II, Technical Requirements, Part 1 General, 9.

Question 4: Roadway snow handling: Page 17 states that Wilder Street Extension has no snow-storage areas and that the Administrative Area storage sites must be used. Must roadway snow be transported to those sites, or may it be pushed along the roadway where conditions permit? Is loading or hauling snow required?

Response 4: The intent is that snow will be plowed to the storage areas. It is not anticipated that loading or hauling of snow will be required.

Question 5: Additional services: Pages 3-4 price 20 services per year. If more than 20 are needed, how will additional services be authorized and paid? Please also confirm how the contractor should obtain authorization for additional plowing beyond the storm limits on pages 15- 16.

W912WJ26QA1730004

Response 5: The Government may elect to issue a Request for Proposal for additional services if required; however, the Government is under no obligation to do so. The Contractor shall not exceed the number of services included in the awarded Contractor and shall not be granted authorization to exceed the number of services included unless a modification is issued.
