About this opportunity

The U.S. Army Security Assistance Command is soliciting proposals for Small Arms Protective Inserts (SAPI) to support Foreign Military Sales operations. These ballistic protection plates are designed to be inserted into soldiers' Outer Tactical Vests, providing protection against 5.56 mm and 7.62 mm rifle rounds during combat operations. The procurement will be awarded as an Indefinite Delivery/Indefinite Quantity contract spanning five years, requiring contractors to provide SAPI plates in five sizes: Extra Small, Small, Medium, Large, and Extra Large. The evaluation will be conducted in two phases, beginning with a Pass/Fail technical assessment involving Production Demonstration Model samples for ballistic testing at Aberdeen Test Center, followed by evaluations of Quality Management System, Past Performance, and Price. Proposals are due by 10:00 AM Eastern Time on November 13, 2025, with contractors required to submit comprehensive technical documentation and undergo First Article Testing within 180 days of contract award.

This procurement is set aside for HUBZone small businesses under NAICS code 339113 (Surgical Appliance and Supplies Manufacturing) with a size standard of 800 employees. The total expected procurement quantity across the five-year period is 188,711 SAPI units, with annual quantities ranging from approximately 36,240 units in Year 1 to 39,227 units in Year 5. No current incumbent contractors are identified in the solicitation documents, and specific contract values are not disclosed, though contractors must provide step-ladder pricing across multiple quantity ranges. The contract will require extensive quality control measures, including monthly status reports, material test reports for each compliance lot, and a comprehensive Production Readiness Review following First Article Test approval. Performance will take place at Aberdeen Proving Ground, Maryland, with the Army Contracting Command Aberdeen Proving Ground serving as the contracting agency, supported by the Defense Contract Management Agency and Program Executive Office oversight.
