About this file
This document is a Contracting Officer/Procurement Directive (CO/PD) for body armor procurement, specifically Small Arms Protective Insert (SAPI) plates. The requirement involves First Article Testing (FAT) and Lot Acceptance Testing (LAT) of body armor plates at the US Army Aberdeen Test Center, with strict security and quality assurance protocols. Contractors must submit 117 first article plates across five sizes (x-small, small, medium, large, x-large) and one medium SAPI dry lay-up, with testing to be completed within 180 days after contract award. The SAPI plates are classified as a Critical Safety Item, meaning their failure could cause loss of life or permanent disability.
Key requirements include sequential lot numbering, electronic submission of test reports to multiple government contacts, and comprehensive testing of ballistic performance. All testing costs, including transportation and consumed test plates, are the contractor's responsibility. The SAPI Spall Cover must be Camouflage Black, and testing will use a Surrogate Shoot Pack. The government reserves the right to use alternative testing facilities if Aberdeen Test Center's capacity is exceeded, with the center managing any contracted testing. First lot SAPI plates must be delivered 90 days after FAT approval, and the government may waive first article testing for identical items with existing approvals.
