About this opportunity
The 375th Contracting Squadron at Scott Air Force Base, Illinois seeks quotes for firm-fixed-price removal and disposal of approximately 600,000 gallons of anaerobically digested liquid sludge annually from the base's Wastewater Treatment Plant, with proposals due August 4 at 2:00 PM CST and questions due July 23 at 12:00 PM CST. This is a 100% Small Business Set-Aside under NAICS 562991.
Place of performance is Scott Air Force Base, Illinois. The contract runs for one year base (October 1, 2026) plus four consecutive one-year option periods. The contractor must be fully accredited by the Illinois Environmental Protection Agency to perform sludge removal and land application disposal in compliance with 40 CFR 503 and IEPA Permit 2024-SC-71699. Sludge removal is required up to four times per year. The contractor must provide all labor, tools, equipment, and transportation; secure the land plot for application; and deliver all required disposal documentation within 20 days of removal. Work must commence within ten calendar days of request. Base hours are 7:30 a.m. to 4:30 p.m., Monday through Friday. All contractor personnel require AT Level I training within 30 days of base access and annually thereafter, plus background checks and personal identification verification per DAFMAN 31-101v3 and 375 AMW AT/IDP. A burning permit from the Scott AFB Fire Department is required daily for welding, burning, or cutting operations.
Evaluation uses a best value tradeoff approach, weighting past performance as more important than technical and price factors. Past performance must include three references within the past five years demonstrating land application scope, handling of 600,000+ gallons annually, and EPA/IEPA 40 CFR 503 compliance. Technical proposals must detail methodology for regulatory compliance and land application sourcing; acceptability is pass/fail. Price evaluation sums the base period and four option periods. A site visit occurred June 30, 2026. Incumbency notice identifies prior contract FA440722P0005. Award is contingent on availability of fiscal year 2027 funds.
