About this file
This file is a Request for Information (RFI) with Questions and Answers regarding sludge removal services for Scott Air Force Base.
The procurement concerns quarterly sludge removal and land application services for an incumbent contract (FA440722P0005). This is a small business set-aside with pricing required on an all-inclusive per-gallon basis covering pumping, recirculation, transportation, land application, documentation, labor, equipment, mobilization, and disposal. Payment is based on actual gallons removed with no minimum guaranteed quantity. The land application site/plot must be identified after award as part of the agronomy report submitted at time of application. Subcontractors are permitted if they maintain the same small business program status as the prime contractor and meet the size standards for the associated NAICS code. Either the prime or subcontractor must hold Illinois Environmental Protection Agency (IEPA) sludge application licensing; the Government's permit (2024-SC-71699) applies only to Scott Air Force Base, and sludge applicators must hold their own permits. Offerors may rely on a subcontractor's IEPA accreditation, permits, and experience for technical acceptability with a signed subcontract required. Test results and sludge analysis data are available upon request, and the sludge is derived from human waste. PFAS/PFOS testing has been completed with results showing all compounds not detected (ND). Wage determinations applicable to FAR 52.222-41 Service Contract Labor Standards can be found at SAM.gov, with an updated determination to be provided at time of award. All questions were due by July 23, 2026, noon CST, with compiled answers posted July 28, 2026.
