About this opportunity
The Department of the Navy Naval Supply Systems Command seeks short-haul flatbed trucking services to relocate between 60,000-100,000 square feet and approximately 4-5 million pounds of government-owned outdoor equipment and materials among Naval Base Kitsap sites and government-leased facilities, with proposals due June 16, 2026. This is a total small business set-aside; questions closed June 8, 2026, with two Q&A documents posted June 8 and June 10.
Place of performance is Bremerton, Washington. The contract is Firm-Fixed-Price with a one-year period of performance from July 1, 2026, through June 30, 2027. All hauls are less than 35 miles by roadway. The Government estimates 125 to 175 loads of 53-foot flatbed trailers, with approximately 125 loads due by September 30, 2026, and an additional 50 as-needed loads thereafter. Cargo includes approximately 530 timbers, 70 pieces of large equipment, 111 shipping containers (100 twenty-foot and 11 ten-foot), 20 container dumpsters, 5 guard shacks, 32 long items such as gangways and vent piping racks, and scaffolding totaling 21,600 square feet. Maximum single-item weight is 34,000 pounds and height does not exceed 11.5 feet. The Government anticipates 8 to 10 loads per day during the initial phase (July-September 2026) and will provide loading and unloading using government personnel and equipment. Government forklift operators support loading and unloading Monday through Friday, 0700 to 1530, excluding federal holidays, with extended hours available upon COR approval.
All contractor drivers and personnel must be U.S. citizens and hold valid Commercial Driver's Licenses. Minimum insurance includes workers' compensation, bodily injury liability of at least $300,000 per occurrence, and property damage liability of at least $300,000 per occurrence. The contractor is responsible for load securement per DOT regulations, weight distribution, and acquiring oversize or over-height permits if needed. Vehicle-mounted safety cameras are prohibited within PSNS&IMF controlled sites. Limitation on Subcontracting applies under FAR 52.219-14 and 13 CFR 125.6; offerors may rely on subcontractor and teaming partner experience to demonstrate capabilities. The Government will provide at least 14 days advance notice for as-needed moves and plans no weekend or holiday operations. Performance standards include 95 percent on-time delivery, 100 percent cargo security without contractor-caused damage, zero safety incidents, and 98 percent error-free documentation submission. NAICS code 484210; PSC code V112. Award basis is Lowest Price Technically Acceptable with government option for discussions.
