Performance Work Statement (PWS) – Trucking Services

Project Title: Trucking and Hauling Services for Shipyard Infrastructure Optimization Program (SIOP)

1.0 General Information

1.1. Introduction: This is a non-personal services contract to provide flatbed truck and trailer hauling services for the movement of government materials. The contractor will be responsible for providing all necessary personnel, equipment, and supervision to perform the services outlined in this PWS. The Government will not exercise supervision or control over the contractor's employees. The contractor is solely responsible for its personnel and is accountable to the Government for the results specified in this PWS.

1.2. Scope: The purpose of this contract is to provide short-haul flatbed trucking services to relocate between 60,000-100,000-sqft, approximately 4-5 million pounds, of government-owned outdoor equipment and materials, between various Naval Base Kitsap (NBK) government sites and government leased facilities. The government estimates it will take the equivalent of 125 to 175 flatbed trailers, 53-foot in length, to transport all of the items. All locations are less than 35-miles by roadway from each other. The loading and unloading of materials from contractor vehicles will be the responsibility of government personnel using government owned material handling equipment. No hazardous materials (HAZMAT) will be handled or hauled by the Contractor.

1.3. Period of Performance: The period of performance for this contract is July 1, 2026, to June 30, 2027. The COR will coordinate with the contractor to develop a mutually agreeable schedule for the actual trucking dates.

1.4. Place of Performance: Pickup and delivery may occur between any of the following locations:

Site 1: NBK - Bangor, WA 98315.

Site 2: NBK – Bangor, WA 98315. (Lower Base access required)

Site 3: Various locations on NBK – Bremerton and Puget Sound Naval Shipyard (PSNS&IMF) Controlled Industrial Area (CIA), Bremerton, WA. Common address for PSNS&IMF is 1400 Farragut Ave., Bremerton, WA 98314. Contractor access to and from NBK-Bremerton and PSNS&IMF CIA is via the Commercial Vehicle Inspection Gate, Site 4:

Belfair, WA 98528.

Alternate Locations:

Poulsbo, WA 98370.

Other government-controlled leased facility within 35-miles by roadway.

2.0 Government-Furnished Items and Responsibilities

2.1. Point of Contact: The Government will provide a designated Contracting Officer's Representative (COR) as the primary point of contact (POC) for the coordination of all efforts associated with this PWS.

2.2. Loading & Unloading: The Government will provide personnel and forklifts to load and unload all containers, equipment and materials onto/from the contractor’s flatbed trucks and trailers.

3.0 Contractor-Furnished Items and Services

3.1. General: The contractor shall provide all management, labor, and equipment necessary to perform the truck hauling services as defined in this PWS in a safe and efficient manner.

3.2. Equipment:

Vehicles: The contractor shall provide a sufficient number of flatbed trucks, chassis and trailers (flatbed, lowboy, step-deck, etc.) to meet the requirements of this PWS. Trucks and trailers must be capable of side-loading. Rollback or tilt bed truck and trailers can be used for some items. No box trucks, box vans or other types of rear loading trucks or trailers. All locations can accommodated trailers up to 53-ft long. A few taller items may require the use of low-deck trailers to transport to prevent over-height permitting.

Drop Trailers (if available): To minimize amount of drivers or wait times, and maximize amount of loads transported per day, the contractor and COR may elect to coordinate the use of additional flatbed trailers that can be dropped at the pickup/delivery locations. This will allow government personnel to load/unload the trailers independently of the truck and driver, minimizing driver wait times. The contractor and COR shall coordinate the drop-off and pickup of these staged trailers.

Condition: All contractor-furnished equipment shall be in good working order, professionally maintained, and comply with all applicable federal, state, and Department of Transportation (DOT) safety regulations.

3.3. Personnel:

Point of Contact: The contractor shall provide a POC to coordinate with the COR for all efforts, to include scheduling and issue resolution.

Drivers: The contractor shall provide a sufficient number of qualified drivers holding valid Commercial Driver's Licenses (CDL) with all necessary endorsements.

Base Access: Contractor personnel shall comply with all security requirements for accessing PSNS and NBK-Bangor, including obtaining any necessary passes or credentials. All contractor personnel requiring base access must be United States citizens.

3.4. Load Security: The contractor's driver is solely responsible for the proper inspection and securement of all cargo to the truck or trailer before departure. This includes providing and using all necessary binders, straps, chains, and dunnage to ensure safe and secure transport in accordance with DOT regulations. The Government will not be responsible for securing the load to the truck or trailer.

3.5. Vehicle Loading and Weight Capacity: The government only has estimated weights for each item being relocated. Due to the amount of items being relocated the government will not be able to provide accurate weights for each individual item. The contractor’s driver is solely responsible for ensuring contractor’s vehicles are properly loaded and within weight capacity of the vehicle. The contractor’s driver can notify material handling personnel on desired placement of each load to ensure adequate weight distribution and ability to properly secure the loads. Some pickup locations may not have certified scales available for the contractor’s driver to verify axle weights. The contractor can elect to provide their own portable scales if desired. The Government will not be responsible for verifying contractor’s vehicles are within DOT weight regulations.

3.6. Permitting: The government does not anticipate the need for oversize load permitting. The government does not plan to transport any single item greater than 8.5-feet in width or any single item over 40-feet in length. The maximum weight of any single item that the government plans to have transported is 34,000-lbs. The government assumes the deck height of a low-boy trailer is 24-inches. The maximum height of any single item the government plans to have transported will not exceed 11.5-feet. Any required oversize permitting caused by the contractors’ selection of transport vehicle will be the contractors’ responsibility.

4.0 Specific Tasks

4.1. Trucking Service: The contractor shall haul loaded trucks or trailers from the designated pickup locations directly to the designated drop-off location with no stops in-between. All stops, to include refueling, must be performed when trucks or trailers are empty. All loaded trucks or trailers must be unloaded prior to end of day unless use of drop-trailers were planned and coordinated with the COR.

4.2. Cargo Types: All items being transported are outdoor items that do not require protection from the weather. The contractor shall be capable of handling various cargo types, including but not limited to:

10-foot, 20-foot and 40-foot shipping containers loaded with materials properly secured for transport. Maximum weight less than 34,000-lbs.

20-foot open top or dumpster style containers, weighing up to 10,000-lbs.

Large or irregularly shaped outdoor equipment up to 35-foot in length. No over-width or weight permitting required. Height less than 11.5-feet. May require use of low-deck trailer to avoid over-height permitting.

Palletized and non-palletized materials and equipment.

Various lengths of stacked timbers up to 20-foot in length and weighing up to

1,000-lbs each.

Various lengths of stacked scaffolding materials on forklift capable racks. Racks can be stacked two-high for transport.

Portable guard shacks. No over-width or weight permitting required. Height less than 11.5-feet. May require use of low-deck trailer to avoid over-height permitting.

Individual equipment and items weighing up to 18,000-lbs.

Fully loaded shipping containers weighing up to 34,000-lbs.

4.3. Drop-Trailer Management (if available): If utilized to support this effort, the contractor shall deliver and stage empty/loaded contractor flatbed trailers at the pickup/drop-off locations for loading/unloading by government personnel. The contractor will be notified when a staged trailer is loaded/unloaded and ready for pickup.

4.4. Scheduling: All services shall be scheduled and coordinated through the COR. The contractor shall be capable of providing services during normal government operating hours (Monday-Friday, 0700-1530), with occasional requests for support outside these hours, to be coordinated in advance.

For notional planning purposes only, based on the current operational schedule and estimated materials, the government assumes:

The equivalent of 125 loads, using 53-foot flatbed trailer, will need to be relocated by September 30, 2026.

The equivalent of up to an additional 50 loads, using 53-foot flatbed trailer, may be coordinated throughout the remainder of the Period of Performance on an as-needed basis.
