Notice to Offerors: Funds are not currently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
The NAICS for this project is 236220 and the small business size standard is $36.5M. This is a Simplified Acquisition of Base Engineering Requirements (SABER) indefinite-delivery, indefinite quantity (IDIQ) contract at Barksdale Air Force Base, Louisiana. Construction projects shall be awarded by individual task orders on an as-needed basis. Projects shall be in support of real property maintenance, repair, alteration, and/or new construction. The jobs shall include tasks in a variety of trades such as carpentry, road repair, roofing, excavation, interior electrical work, steam fittings, plumbing, asbestos, lead and mold abatement, sheet metal, painting, demolition, concrete masonry, welding and mechanical. More specifics will be found in the Statement of Work (SOW).
The contractor is required to provide all labor, equipment, transportation, materials, quality control, and supervision necessary to fulfill the requirement at Barksdale AFB, Louisiana, in accordance with the project statement of work. The Performance Period for this project will be from date of award through (12) twelve months with (4) four option periods of (12) twelve months each. The Notice to Proceed may be issued within 30 days after award of the solicitation.
This acquisition is a competitive acquisition limited to 8(a) firms located within the geographical area serviced by SBA Louisiana District Office, and other 8(a) construction firms with an approved bona fide place of business within the geographical competitive area, and the assigned NAICS code.
Potential contractors must be currently registered in the System for Award Management (SAM) to be eligible for award; see webpage www.sam.gov. All proposals shall be valid for 270 calendar days after the Request for Proposal closing to be considered responsive. The Contracting Officer must have access to verify the offeror's status in SAM. In accordance with FAR 36.204, Magnitude of Construction Projects, the price of this project is anticipated to be between $25M and $100M over the life of the contract.
