Questions & Answers FY17 SABER – FA4608-16-R-0002

1. Can you please clarify the tax rate on materials?

Please contact Louisiana Department of Revenue for tax rates. Tax rates depend on the Parrish where materials are purchased.

2. What is the average delivery order size?

Please see page 64, section 3.1.3 of the RFP for the average amount of SABER projects as well as the estimated CLIN amounts.

3. Can you please provide historic data on number of delivery orders including volume and dollar value?

Please see page 64, Section 3.1.3 of the RFP for the average amount of SABER projects as well as the estimated CLIN amounts.

4. How many delivery orders were performed in a "controlled area"?

Please see Page 64, Section 3.1.3 CLIN 0003 of the RFP for estimates on controlled areas.

5. What is the historical frequency of delivery orders with asbestos remediation?

Up to 20% however, this is a line item in R.S. Means.

6. Page 62 of the RFP requires 1.5 line spacing. Is it reasonable to assume that this requirement is for the narrative and NOT tables and/or figures?

The 1.5 line spacing requirement is for the narrative portions only. Please ensure page limitations are in accordance with Table 2.2 – Proposal Organization.

7. Who is the incumbent SABER contractor?

The incumbent contractor is JAMCO Ventures.

8. Does the coefficient include overhead and profit?

Per the RFP, the contractor’s coefficient must be formulated to include all allowable costs, including but not limited to G&A expenses, overhead, profit, bond premiums, licenses, certifications, insurance, gross receipts taxes, pass-through costs, consultant fees, as well as costs associated with compliance with environmental, labor and tax laws, and other associated contingencies.

9. Page 20 of the solicitation – Paragraph titled: CLIN DELIVERY/TASK…ORDER VALUE. Are there values for this Table? Or They are not applicable?

Use Page 64, Section 3.1.3 estimates.

10. Page 3 of the solicitation – Paragraph titled: COMPUTERIZED PRICING GUIDE (CPG), states that “line item prices for each work item or assembly shall include bare cost of materials, equipment, and labor, without markups for overhead and profit, adjusted within each division by the city cost index for Shreveport, Louisiana.

In the SOW, Paragraph 2a. Cost Estimates states that Cost estimate shall be calculated using the approved software 4Clicks cost estimating program based upon current Master Cost Data “Bare Cost Index” and Contractor’s coefficient.

Question: Will the R.S. Means Bare Cost need to be adjusted to the City Cost Index before multiplied by the Contractor’s Coefficient?

No – City Cost Index will not be utilized. An amendment to the solicitation will be issued to correct this language.

The cost estimate shall be calculated using the approved software 4Clicks cost estimating program based upon current Master cost Data “Bare Cost Index” and the Contractor’s coefficient. Item 2a. in the SOW is correct.

11. SOW Paragraph 2c. Unauthorized Section in Division 1 stated that we cannot use Division 1 in it’s entirely with very few exceptions.

Questions: How do we account for all the cost associated with this division (i.e. Project Manager, Superintendent, QA/Safety Manager, etc.)? Do we add them to our coefficient?

This is a part of your G&A expenses/consultant fees and will be included in your coefficient.
