About this opportunity

The Department of Defense is announcing its intent to sole-source a Shoulder Innovation System under an 8(a) Sole Source set-aside, with challenge submissions due 1000 Pacific Daylight Time on October 28, 2026. The Department of Orthopedic Surgery needs the system to treat an emergency procedure for a patient with a proximal humerus fracture who is indicated for reverse shoulder arthroplasty, with a very small glenoid and moderate superior inclination. The system's lower-profile glenoid baseplate and surgical planning mechanism for deformity correction address these anatomical and injury factors. The components are proprietary and distributed exclusively by the original equipment manufacturer, so no reasonable expectation exists of receiving quotes from two or more small businesses, and the acquisition proceeds under Other Than Full and Open Competition. The required delivery date is October 27, 2026. The notice is not a request for competitive proposals.

Interested parties may submit capability statements not exceeding six pages (8.5" x 11", 10-point font minimum) with management, technical, and cost data and convincing evidence of capability to provide the equipment and preventive maintenance. Submissions go by email as Microsoft Word or Adobe PDF attachments to Joshua Thompson (joshua.t.thompson.ctr@health.mil) or Tracy Robinson (tracy.m.robinson18.civ@health.mil). Telephone requests or offers will not be accepted. The procurement is coded NAICS 339112 and PSC 6515.

Notice text

The Department of Orthopedic Surgery requests to procure the shoulder innovation system in order to treat an emergency procedure. This patient requires this implant system due to the patients anatomy and injury pattern. The patient has a proximal humerus fracture and is indicated for reverse shoulder arthroplasty. The patient has a very small glenoid as well as moderate superior inclination. This system offers a lower profile glenoid baseplate as well as providing a mechanism for surgical planning and correction of the deformity. Because these are proprietary components distributed exclusively by the OEM, there is no reasonable expectation of receiving quotes from two (2) or more small businesses. Accordingly, the proposed acquisition strategy is to execute this procurement on a sole-source basis under the authority of Other Than Full and Open Competition.
