Key contract requirements include one-day-per-month service delivery during business hours (0730-1630, Monday-Friday) with simultaneous pickup of used rags, submission of a Quality Control Plan within 10 days of award, and comprehensive security and compliance protocols including background investigations, installation access credentials, and awareness training at Level 1. Evaluation criteria include past experience with DoD/Department of Army/National Guard Bureau within three years, past performance, and total price, with all non-price factors combined being equal to price in weight. Questions must be submitted to Contract Specialist Alan J. Cooper at alan.j.cooper8.civ@army.mil at least seven days before the April 3, 2026 proposal closing date to ensure responses, and all offers are due by 2:00 PM on that date.

The Service Contract Act applies with prevailing wage determination No. 2015-4729, Revision 31 (effective December 3, 2025), establishing fringe benefits of $5.55 per hour and minimum vacation, holiday, and uniform allowance provisions for applicable workers. Performance will occur across thirteen Field Maintenance Shops, the Unit Training Equipment Site (UTES), and the Combined Support Maintenance Shop (CSMS) located in Columbus, Ohio, with several facilities on military installations requiring advance notification and security gate processing.
