About this file
This file contains Requests for Information (RFIs) and government responses clarifying contractor responsibilities for Solicitation W9136426QA021, a Shop Rags Services contract with the Department of the Army Ohio Army National Guard. The contract requires a contractor to provide laundry and delivery services for shop rags across fourteen OHARNG maintenance facilities. The contractor must collect used/soiled rags from designated locations, launder them, and return clean rags monthly. Damaged rags that reach end-of-life must be disposed of by the contractor. Each maintenance facility will maintain containers (bins, bags, or boxes) for accumulating soiled rags, with the contractor responsible for pickup and delivery. There is no site visit required; all operations occur at designated CSMS and maintenance facility locations with specific pickup and drop-off points as defined in PWS pages 14-15.
Pickup and drop-off schedules will be negotiated monthly with Points of Contact at each location rather than being pre-established. The government will not supply containers; each facility is responsible for providing bins or bags for soiled rag accumulation. The contractor is expected to divide bulk rag quantities among the fourteen maintenance facilities upon delivery based on quantities and specifications in Technical Exhibit 2. Questions regarding this solicitation should be directed to Contract Specialist Alan J. Cooper at alan.j.cooper8.civ@army.mil, with submissions required at least seven days prior to the closing date to ensure responses.

RFIs:
1- Could you please confirm the street address for the CSMS delivery location regarding Solicitation W9136426QA021? Additionally, please verify if this is the only designated location for drop-offs and pickups. Review PWS pages 14-15. Each location will be pickup and delivery.
2- Please confirm the contractor’s responsibility for the used/soiled shop rags after pickup — specifically whether the contractor is expected to launder, recycle, or dispose of them, and whether any hazardous-contamination assumptions apply. Contractor is to collect used rags, launder, then return. Dispose (if life cycle of rag is damaged and not able to be used).
Will there be a site visit for this solicitation? No site visit. Review PWS pages 14-15. Each location will be pickup and delivery.
Is there a delivery procedure for dropping off and picking up the rags? (ex: go through this specific gate or entry point, arrive at this specific building and loading bay, etc.) Review PWS pages 14-15. Each location will be pickup and delivery.
3- Could you clarify whether the Government’s intent is for the contractor to (a) supply and deliver net-new rags each month, or (b) pick up the used rags, launder them, and return them clean the following month? Contractor is to collect used rags, launder, then return. Dispose (if life cycle of rag is damaged and not able to be used).
4- Please confirm whether the government will provide containers/bins for accumulation of used/soiled rags at CSMS and/or the maintenance shops. If not, confirm the contractor is responsible for providing containers and any labeling requirements. Each location should have a bin, bag, or box with soiled rags.
5- To assist with route planning and logistics, could you please clarify whether the individual facilities listed in the SOW already have established pickup and drop-off days for rag exchanges, or if the contractor will be responsible for proposing and coordinating the service schedule with each location? Pickup/ drop off days will be negotiated with POCs for each location monthly.
