About this opportunity
The Department of the Air Force Air Combat Command seeks engineering, furnishing, installation, and testing of 48-strand single-mode fiber optic cable infrastructure at Shaw Air Force Base, South Carolina, with proposals due September 8, 2026 at 10:00 AM. The procurement is a total small business set-aside with an estimated award value of $34 million.
Place of performance is Shaw AFB, SC. The scope spans approximately 11,400 linear feet of new fiber optic cable distributed across four routes connecting Buildings B01109, B00216, B00710, B01129, and B01601, with delivery requested by January 13, 2027. The contractor must furnish new Fiber Optic Distribution Panels with LC-type connectors, install geotextile fabric inner-duct infrastructure, and perform comprehensive testing per TIA 526-7-A standards, including bi-directional optical attenuation testing at 1310 nm and 1550 nm wavelengths. Installation must comply with TIA 606-D, 607-E, and 758-B standards, RUS Bulletin 1735F-401 for fiber splicing using core alignment fusion splice methods, and current BICSI standards. All equipment and materials must be new, not refurbished. The contractor must obtain AF Form 103 digging permits 14 calendar days in advance, coordinate confined space operations per AFMAN 91-203, chair weekly Integrated Process Team meetings, provide as-built drawings in Visio and PDF formats, deliver geospatial shape files with 3-foot GPS accuracy within 30 days of completion, and provide a one-year workmanship warranty. Service Contract Act prevailing wage rates apply per Sumter County, South Carolina wage determination (Revision 31, effective August 27, 2026). Technical proposals are limited to 15 pages and must address work schedule, installer and company certifications (BICSI, RCDD, PMP), confined space safety planning, and quality control procedures. Evaluation uses lowest-price technically acceptable methodology, assessing technical approach, safety, quality control, and price. The contracting officer is Adam P. Nicholas (Adam.Nicholas@us.af.mil, 803-895-9119); contract specialist is Hannah Baratz. Amendment 0002, issued September 3, added the Q&A attachment addressing manhole-to-manhole distances (approximately 500 feet average), FODP requirements, existing racking hardware accountability, and duct sealing material preferences.
