About this file
This is a Questions and Answers document for a federal fiber optic cable installation contract at an Air Force facility.
The government clarified five key technical and procedural issues raised by prospective contractors. For cable installation, the estimated manhole-to-manhole distance is approximately 500 feet average, with contractors responsible for verifying actual field conditions and accounting for all cable slack allowances, wall-routing, and maintenance loops in their quotes. The government will not entertain equitable adjustments or change orders for variations in duct bank lengths or manhole spacing. Regarding Fiber Optic Distribution Panels (FODPs), all four destination endpoint facilities (B00216, B00710, B01129, B01601) should have space for additional 48-port FODPs, though building 1109 requires a new rack installation. For existing cable racking and hardware in intermediary manholes and handholes, while the government's understanding is that existing equipment is in place based on prior contractor experience, this is not guaranteed. As a firm fixed-price contract, contractors are responsible for furnishing and installing any missing, damaged, or insufficient racking hardware at the contract award price with no adjustments allowed. For duct sealing, the government prefers water/gas-blocking foam such as Polywater or equivalent, though contractors must propose materials meeting or exceeding SOO performance requirements and applicable standards. Airfield and base permitting documentation, including AF Form 103 (Digging), AF Form 1024 (Confined Space), and airfield driving certifications, will be coordinated through the 20 CS Plans and Programs office SCXP during post-award kick-off.

Questions and Answers
1. Cable Footages & Route Distances (SOO 2.2 & 2.2.3.2): Section 2.2 lists estimated segment distances (~11,400 ft total). Section 2.2.3.2 states distances are approximations. Can the government provide estimated manhole-to-manhole duct distances or clarify the total estimated cable footage required to properly account for wall-routing in manholes, 50-foot maintenance loops, and termination slack?
A. Estimated Manhole to Manhole is approximately 500ft (average). Contractors are responsible for verifying actual field conditions. Contractors must thoroughly account for all such allowances in their quote. The Government will not entertain requests for equitable adjustment or change orders based on variations in the actual duct bank lengths, manhole spacing, or required cable slack.
2. FODP & Enclosure Mounting (SOO 2.2.3.7.1): Can the government confirm whether all four destination endpoint facilities (B00216, B00710, B01129, B01601) have existing 19-inch rack space available for the new 48-port FODPs, or will any location require wall-mounted enclosures?
A. All buildings should have space for an additional FODP. Please note that 1109 does require a new rack install.
3. Existing Cable Hardware & Racking (SOO 2.2.3.8 & 2.2.3.9.1): Are existing cable racks and locking hooks already installed in all intermediary manholes/handholes along the route, or will new hot-dip galvanized racking channels and hooks need to be installed in every MH/HH location?
A. The Government’s current understanding is that existing cable racks and locking hooks are already installed in the intermediary manholes and handholes along the route. The Base Telecommunications Service contractor has not encountered any manholes/handholes without existing racking during previous work in this area. However, this is not a guarantee that every manhole/handhole currently has complete or usable racking hardware.
Because this is a firm fixed price contract, the contractor is responsible for furnishing and installing any associated hardware required to properly support and secure the new fiber optic cables at the price established upon contract award. The Government will not issue any changes or price adjustments if additional racking or hardware is found to be missing, damaged, or insufficient at any location.
4. Duct Sealing & Penetrations (SOO 2.2.3.9.1 & 2.2.3.10.10): Does the base prefer standard mechanical conduit expansion plugs or water/gas-blocking foam (e.g., Polywater) for sealing unused/occupied innerduct entries?
A. The Government’s preference is for water/gas-blocking foam (such as Polywater or equivalent). While foam is the preferred method, contractors shall propose and use materials that meet or exceed the performance requirements outlined in the SOO. The final selection of duct sealing method must comply with all applicable standards for duct sealing in communication infrastructure.
5. Airfield & Base Permitting Procedures (SOO 2.1.2.5 & 2.1.5): Will the processing of AF Form 103 (Digging), AF Form 1024 (Confined Space), and airfield driving certifications be coordinated with Base Civil Engineering (BCE) during the post-award kick-off conference prior to performance?
A. Required documents will be coordinated through the 20 CS Plans and Programs office SCXP.
