About this opportunity
The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 22 seeks medical waste pickup and disposal services for VA Loma Linda Health Care Systems, with proposals due August 10 at 11:00 a.m. Mountain Time. The procurement is set-aside 100% for Service-Disabled Veteran-Owned Small Businesses under NAICS 562211, with a small business size standard of $47 million.
Place of performance is Loma Linda, California, encompassing the main medical center at 11201 Benton Street and eight Community-Based Outpatient Centers in surrounding areas including Hemet, Murrieta, Palm Desert, Redlands, and Blythe. The contract period runs from September 1, 2026 through August 30, 2027, with a one-year base and four one-year options, extending through July 31, 2031 if all options are exercised.
The contractor must provide comprehensive regulated medical waste management including pickup and disposal of reusable sharps containers (34,164 lbs), reusable rigid containers (52,776 lbs), cage bio-waste containers (124,992 lbs), and trace chemotherapy/pathology waste (10,092 lbs); weekly pickups at five locations and monthly service at Blythe; installation and maintenance of approximately 400+ sharps bins across multiple departments; and 2,080 hours of technical labor annually. Services must comply with California Health and Safety Code, DOT regulations, RCRA, FDA requirements, and ASTM standards. The contractor must supply all containers, provide three on-site technicians working Monday–Friday 6:00 a.m. to 4:30 p.m. (excluding federal holidays), maintain bar-coded tracking systems, submit monthly reports with manifests and certificates of destruction, conduct annual waste stream surveys, and provide yearly training to VA personnel. Subcontracting may not exceed 50% for services.
A mandatory site visit is scheduled for August 7 at 1:00 p.m. Pacific Time. Questions were due July 20.
