About this opportunity

The Department of the Air Force Space Command Space and Missile Systems Center has issued a Request for Information for the Space Electromagnetic Warfare Operating Location (SEWOL) tactical command and control system. This comprehensive effort requires technical, logistics, and software development capabilities to design, develop, and deliver a cloud-based system that will enable operators to manage a globally distributed network of Space Electromagnetic Warfare (SEW) systems. The procurement encompasses software architecture design, communications/networking development, integration of Government Furnished Equipment including the Remote Modular Terminal (RMT), Bounty Hunter, Counter Communications System (CCS) Meadowlands, and future SEW systems, along with sustainment, logistics, DevSecOps support, and operator training programs. Potential contractors must submit classified Statements of Capabilities up to TOP SECRET/SCI level, limited to 10 pages and formatted in MS Word with specific technical specifications. The response deadline is August 18, 2025, with submissions required via JWICS email as specified in Amendment #1.

This opportunity does not utilize any set-aside designations, though the government reserves the right to establish set-asides for small businesses, including socially and economically disadvantaged, 8(a), veteran-owned, or woman-owned businesses in future solicitations. The government has indicated that submissions may be shared with support contractors including The Aerospace Corporation, Tyto Corporation, and SAIC, who are bound by non-disclosure agreements. The system is designed to achieve a 90% reduction in system footprint compared to current systems while maintaining specific performance metrics including 95% electromagnetic support task scheduling and 90% electromagnetic attack task scheduling relative to an ideal truth model. The development will follow an agile methodology with planned milestones including a Minimum Viable Product, Minimum Viable Capability Release, and subsequent Capability Releases, with final operational capabilities expected 24 months after contract award. The SEWOL system aims to enable automated tactical control across hundreds of globally deployed SEW systems simultaneously, supporting operations across multiple classification domains including SECRET and TS/SCI levels.
