About this opportunity

Space Systems Command (SSC) is soliciting industry feedback via Request for Information on System Delta 84 (SYD 84/MT) Medium Earth Orbit Missile Warning and Missile Tracking Epochs 3 & 4, with responses due December 1, 2026. The procurement carries no set-aside. SSC intends to use Firm Fixed Price contracts under Other Transaction Authority agreements and welcomes feedback on this approach.

The government seeks industry input on production feasibility and acquisition strategy for a resilient MEO-layer missile warning and tracking capability supporting Full Warfighting Capabilities and Overhead Persistent Infrared requirements. The MEO MWT architecture is developed incrementally through Epochs, with each Epoch expected to include at least one competitive award and enabling insertion of new technology in response to evolving warfighter requirements. Respondents may propose solutions for individual or multiple architecture elements: Epochs 3 & 4 Space Vehicles (delivery, integration, and operations), MEO Ground segment (command and control, facilities, and constellation operations), and Digital Engineering Integration aligned with the government's digital engineering vision.

NAICS code 541715 applies; small business size standard is 1,000 employees. Participation from small and small disadvantaged businesses is encouraged. As of September 8, 2026, the response date was confirmed as December 1, 2026 with an inactive policy 15 days thereafter. The government released CUI attachments including industry day briefing (dated July 22, 2026), Q&A document (August 20, 2026), and release instructions to registered vendors in good standing on SAM.GOV. Primary point of contact: Captain Kerry Kearschner, USAF (kerry.kearschner@spaceforce.mil).

This RFI requests industry feedback and approaches to support delivering a MEO MWT E3&4 capability. The government encourages capability providers to offer responses for individual or multiple elements of the system architecture:

  • Epochs 3 & 4 Space Vehicles (E3&4 SVs) - delivery, integration, and operations
  • MEO Ground - ground segment with facilities and sites to operate the entire MEO MWT constellation with respect to Command and Control (C2)
  • Digital Engineering Integration in alignment with Government Digital Engineering vision

Contract Type

The government is intending to use only Firm Fixed Price (FFP) contract type with an Other Transaction Authority (OTA) agreement. Feedback on this approach is welcome.
