About this opportunity

The Department of Energy Office of Science is soliciting serial subscription services for Brookhaven National Laboratory through Brookhaven Science Associates, with quotations due October 4, 2026 and questions due September 25, 2026. This is a small-business set-aside under NAICS 519290 (Web Search Portals and All Other Information Services).

Place of performance is Upton, New York. The contractor must furnish all personnel, facilities, and supplies to place, renew, maintain, and manage subscriptions to domestic and foreign serials and periodicals in electronic, print, and other formats, including journals, standing orders, online databases, technical reports, memberships, government documents, abstracts and indexes, back issues, and related information resources. Services include subscription ordering and renewal, web-based serials management system access, account and financial management, invoicing and publisher payments, reporting, electronic journal access support, claims processing, cancellations, credits, refunds, customer support, training, and publisher coordination. The contractor must supply new subscriptions and renewals at the lowest applicable publisher rates, provide monthly itemized invoices sortable by ship-to address and account number, and deliver an online renewal review list exportable in Microsoft Excel format with detailed subscription information.

The performance period is November 1, 2026 through October 31, 2027, with four exercisable one-year option periods extending through October 31, 2031. Access is required for 2,827 full-time employees at a single Brookhaven National Laboratory location. The contract is firm-fixed price. Payment terms are Net 10.

Quotations must be all-inclusive, priced in U.S. dollars, and FOB Brookhaven National Laboratory including freight and applicable duties. Offerors must demonstrate prior experience providing serials subscription services to similar customers and provide two customer references. Failure to provide required information renders the offer non-responsive. Award goes to the lowest-priced responsive and responsible offeror meeting all technical requirements. Quotation prices must remain firm for 90 days. Domestic vendors must maintain current SAM registration with a Unique Entity Identifier; foreign vendors must complete Form AMS-050. Successful offerors must complete tax forms (W-9 for domestic vendors, W-8 for foreign vendors) and a Vendor ACH Authorization Form. Compliance with Department of Labor Wage Determination No. 2015-4157, Revision 32 is required. The procurement is PSC R605 (Support–Administrative: Library).
