1. INTRODUCTION

1.1 Background

Established in 1947, Brookhaven National Laboratory (BNL), is a multi-program national laboratory located in Upton, NY. It is operated by Brookhaven Science Associates (BSA) for the U.S. Department of Energy (DOE). BNL has a staff of approximately 3,000 scientists, engineers, technicians, and support staff, as well as approximately 5,000 guest researchers annually.

Brookhaven National Laboratory advances the mission of the U.S Department of Energy's Office of Science through research in a variety of scientific, technical, engineering, and mathematical disciplines.

1.2 Purpose/Objectives

Serials are an essential source of scientific and technical information utilized by the Laboratory’s community. The Research Library seeks a financially sound, knowledgeable Contractor with demonstrated expertise in supplying serial subscription services to libraries for domestic and foreign serials published in electronic, print, and other formats. A sample title list showing example titles that may be purchased through a serials vendor is attached, see Attachment 1.

The Contractor shall furnish all qualified personnel, facilities, services, and supplies for the placement of new and renewal subscriptions to single or multiple addresses as described herein.

The subscriptions to be purchased under this contract are essential to the work and research of the Laboratory; interruptions in service and delays in order placement are detrimental to the Laboratory’s research effort. It is the objective of the Research Library to obtain its subscriptions through a contractor whose service combines prompt, accurate handling of orders with discounts where applicable, accurate and timely billing practices, efficient adjustment services, extensive e-journal management resources, and the most comprehensive coverage of publishers possible.

1.3 Anticipated Benefits

The Research Library supports the efficient and effective performance of BNL, by providing scientific and technical information to the Laboratory’s research community, thereby enhancing BNL’s ability to meet the needs of sponsors and to attract and maintain highly qualified staff.

The services provided under the contract will also reduce the expenditure of library resources on the placement, renewal, and fulfillment of subscriptions.

3. SCOPE

3.1 Work to be Performed

This solicitation is for the acquisition of serial subscription services for BSA. The Contractor shall furnish all qualified personnel, facilities, and supplies for the placement of new and renewal subscriptions to single or multiple addresses for domestic and foreign serials and periodicals published in paper and other formats, and for related services.

The Contractor shall provide basic subscription services that include all of the tasks necessary to execute and manage orders for new and renewal subscriptions to serial publications, online databases, technical reports, and other information sources, both print and electronic. BSA will designate a Technical Representative and an Alternate Technical Representative that will be authorized to order with the Contractor. These tasks fall into the following four critical areas, described below:

A. Order, renew, maintain, and manage subscriptions.

B. Provide web-based access to the Contractor’s online serials management system and other services stated under section 3.1.B.

C. Provide invoices, ensure timely and accurate payment of publishers and reimbursement of BSA, and financial account management.

D. Facilitate timely access to, and claim delivery of ordered subscriptions, both print and electronic.

3.1. A Order and Renew, Maintain and Manage Subscriptions

The Contractor shall provide subscription services for subscriptions in all media generally available via agents from foreign and domestic publishers. Ongoing subscription services shall include new subscriptions as well as renewals for journals, standing orders, databases, memberships, government documents, and abstracts/indexes in print and electronic formats, as well as back issues and special orders.

3. Consortia and Other BSA Negotiated Subscription Orders Upon request by BSA, the Contractor shall process and pay invoices for Consortia and other BSA-negotiated subscriptions and add these orders to the Contractor’s online serials management system as part of BSA’s current subscriptions and incorporate them into BSA’s order records so that they are included in renewal lists and reports.

c. BSA will review the renewal list, make necessary changes, and return it to the Contractor. The Contractor shall reformat the renewal list, incorporating all changes, additions, and deletions, into a final confirmation list, and submit the confirmation list to BSA for its final approval.

d. BSA will review the confirmation list for accuracy, make any editing or other changes, and forward the confirmation list to the Contractor as the final title list. BSA may elect to waive the final confirmation list review.
