About this opportunity
The Department of Agriculture Forest Service seeks septic toilet pumping services for the Chippewa National Forest, with proposals due November 4, 2026. This is a Total Small Business Set-Aside (size standard $9.0 million) under NAICS 562991.
Place of performance is Walker, Minnesota, with work occurring across Beltrami, Cass, and Itasca Counties at multiple recreation sites and campgrounds. The contract is a firm-fixed-price Base + 4 option IDIQ, with a period of performance from January 1, 2027 through September 30, 2031 (base year 2027 plus four one-year option periods). Work shall occur annually between the day after Labor Day and October 31, with some facilities requiring additional pumpings between Memorial Day and Labor Day or in late April/early May as specified in the Schedule of Items.
The contractor must provide all labor, supervision, equipment, fuel, and materials to completely empty waste and trash from holding tanks and vault toilets, rinse tanks, add clean water, dispose of waste at state-licensed treatment facilities, and clean up spills. Service Contract Act prevailing wages apply: Laborers at $21.54 per hour and Refuse Collectors at $25.32 per hour, plus fringe benefits including health and welfare at $5.92 per hour (or $236.80 weekly), two to four weeks paid vacation based on tenure, and twelve paid holidays annually.
Award will be made on best value based on three evaluation factors: technical capability and schedule compliance, past performance/experience on up to three relevant projects completed within three years, and cost/price—with technical and past performance combined approximately equal to cost. Contractors must maintain active SAM registration and hold prices firm for 90 days. Questions are due October 27, 2026 at 5:00 PM Eastern.
