About this opportunity
The National Park Service Midwest Region seeks septic tank pumping services at Buffalo National River in Harrison, Arkansas, with quotes due August 26 (extended from August 24) and an anticipated award date on or before September 14, 2026. The procurement is a 100% total small business set-aside under NAICS 562991 with a $9 million size standard.
Place of performance is Buffalo National River, located in Harrison, Arkansas. The contractor must be a licensed Arkansas septic pumping contractor holding a valid Commercial Driver's License and state sewage disposal license. Service requirements span one base year (September 15, 2026 through September 14, 2027) plus four optional one-year renewal periods through September 14, 2031. The work encompasses on-call pumping at fourteen locations—four flush restroom facilities and ten vault restroom facilities with tank sizes ranging from 750 to 3,000 gallons—pumped approximately three times annually (except Kyles Campground flush restroom, which requires one annual pumping), totaling approximately 46 service events annually. The contractor must respond to pumping requests within 72 hours of notification and perform work during normal business hours (6:30 a.m. to 5 p.m., Monday through Friday), with advance approval required for weekend or holiday work.
Contractor personnel must maintain liability insurance of $100,000 per person, $500,000 per occurrence, and $500,000 property damage, with the United States of America named as an insured party. Service Contract Labor Standards apply; the applicable wage determination (2015-5123, Revision 31, effective July 30, 2026) covers specified Arkansas counties. Evaluation is based on price, technical capability to meet Statement of Work requirements, and prior experience demonstrating successful completion of similar septic pumping projects within the past five years. All contractors must obtain a Unique Entity Identifier (UEI) and maintain active registration in the System for Award Management (SAM) as a verified small business at quote submission, award, and throughout contract performance. Amendment 0002, effective August 19, attached a Questions and Answers document clarifying that a small business prime may engage a qualified Arkansas-licensed subcontractor for fieldwork, provided the prime remains fully responsible for contract management. Payment is rendered only for actual pumpings performed at the quoted unit price per location, invoiced monthly after service completion with documentation of dates and locations serviced.
