About this file
This document is a Questions and Answers amendment for Solicitation #140P6426Q0101 for septic pumping services at Buffalo National River (BUFF).
The contract covers septic tank pumping services at multiple park locations, with historical service frequency of 2-3 times annually based on visitation patterns. Tanks must be pumped until empty with lids secured; no water refill is required post-pumping. The government dictates the pumping schedule based on park visitation, with the standard schedule typically including pumping within the first month of opening (around March 15), early summer pumping, and late fall pumping. Emergency response to COR notification is required within 72 hours, though this timeframe may be adjusted if logistics prevent compliance when multiple locations are requested simultaneously (generally 3-5 locations at a time). Payment is rendered only for actual pumpings performed at the quoted price per location; invoices must be submitted monthly after service completion and document dates and locations serviced. Payment cannot be made prior to service delivery.
The prime contractor must qualify as a Total Small Business under the $9 Million size standard for NAICS Code 562991. While the requirement specifies an Arkansas-licensed septic pumping contractor, a small business prime may utilize a qualified Arkansas-licensed subcontractor to perform the fieldwork, provided the prime contractor remains fully responsible for contract management and ensuring all subcontractors meet CDL, sewage disposal licensing, and Arkansas personnel licensing requirements. The prime contractor must maintain liability coverage amounts specified in the Clause Package (Page 12) and comply with any additional state, local, or federal insurance requirements. All sites are accessible to large pump trucks during regular business hours, and vendors are encouraged to conduct site inspections. No site-specific rules beyond those listed in the solicitation apply.

Septic Pumping – BUFF
Questions and Answers listed below:
QUESTIONS:
Question # Question Answer/Response
1. Can the Government provide the actual number of pumping events and gallons pumped per location for the last 12–24 months?
Based on records, generally each location is pumped 2 to 3 times yearly but there are many factors based on visitation in the park and water along the river to determine where visitors go.
2. The SOW (Item 1.2c) states tanks are to be pumped "until empty" and lids secured afterward, but doesn't mention whether tanks should be refilled with water after pumping. Can you confirm whether a water refill is required, or if pumping to empty with no refill is correct?
No water is required to refill tanks after pumping.
3. The price schedule shows a fixed annual visit schedule (mostly 3x/year per location). Do you have any record of how often NPS has historically requested additional, unscheduled pump-outs under the 72-hour response provision — i.e., service beyond this base schedule?
(because of parties, holidays and extra use of the parks) Since this is on-call/as-needed, it's a significant variable for pricing accurately, and any historical data on frequency would help us quote appropriately.
Payment is for actual pumpings performed and is based on the quoted price in the Price Schedule for each individual location that was serviced. Payment shall not be made prior to service being rendered.
Invoices can only be submitted to IPP once monthly after service has been rendered. Invoices must document the dates and locations in which service was rendered.
Historically the park pumps 2 to 3 times a year based on visitation in park areas. The park normally plans based on upcoming holidays, so holiday pumping has never been necessary. Holiday pumping would only be required in case something unexpected happens but planning and requests are performed in order to avoid this. The general pump schedule is usually a pumping within the first month of opening on March 15th, an early summer pumping, and a final pumping around late fall.
Historically, extra pumpings beyond the 2 or 3 scheduled annual pumpings have never been required. Any additional pumping beyond what is established in the price schedule and through the Statement of Work would need to be established separately in advance through a contract modification by the Contracting Officer.
4. The SOW states that pumping is required within 72 hours of notification from the COR. To ensure we set realistic expectations for mobilization, routing, and servicing the multiple locations throughout Buffalo National River, could you please clarify the intended timeframe?
Specifically, does the 72-hour period represent the timeframe to respond and mobilize after receiving notification? If multiple or all locations are requested at the same time, what is the allowable timeframe to complete the actual pump-outs at all requested locations?
The timeframe can be adjusted with the COR on the occasion that service for multiple locations is requested and logistics cannot meet the 72-hour window. Generally, the park only requests 3 to 5 locations be pumped at a time so this is typically not an issue.
5. The SOW states that “the contractor must be an Arkansas licensed septic pumping contractor” and also references CDL, sewage disposal licensing, and Arkansas-licensed personnel.
ONMIA LLC would serve as the small-business prime contractor and remain fully responsible for contract management and performance. We would use a qualified Arkansas-licensed septic pumping subcontractor to perform the actual pumping, hauling, and disposal fieldwork.
Please confirm whether this arrangement is acceptable and whether the Arkansas septic-pumping licensing requirements may be satisfied by the subcontractor actually performing the licensed fieldwork, rather than ONMIA LLC holding the septic-pumping license directly.
Prime Contractors must qualify as a Total Small Business under the Size Standard of $9 Million required for NAICS Code 562991. The Prime Contractor is responsible for ensuring any subcontractor meets all CDL, sewage disposal licensing, and Arkansas-licensed personnel requirement.
6. Can we set the schedule, or will you dictate when we can pump?
Schedule will be dictated by the park based on visitation in areas.
7. What are the insurance requirements for this contract?
The Prime Contractor must have liability coverage in the amounts specified on Page 12 of the Clause Package in order to cover any charges incurred by the Prime Contractor or their subcontractors.
Any additional state, local or federal insurance requirements required by law for this type of work should also be met by the Prime Contractor and any subcontractors as are necessary.
8. Will there be site-specific rules beyond what is listed?
No.
9. What is the payment schedule?
Payment is for actual pumpings performed and is based on the quoted price in the Price Schedule for each individual location that was serviced. Payment shall not be made prior to service being rendered.
Invoices can only be submitted to IPP once monthly after service has been rendered. Invoices must document the dates and locations in which service was rendered.
10. Is any site inaccessible to a large pump truck?
All sites should be accessible to large pump trucks.
Vendors are encouraged to inspect all locations. All locations are accessible during regular business hours.
