About this opportunity

The Army Contracting Command-Aberdeen Proving Ground seeks senior engineering services to develop and deliver military food service equipment systems and technologies for all four Services, with proposals due August 5, 2026 at 1300 EST. This is a 100% small business set-aside; offerors must be registered in SAM as a small business under NAICS 541330 and possess current CMMC Level 2 (Self) certification status in the Supplier Performance Risk System at proposal submission.

The requirement spans a 12-month base period followed by four optional 12-month periods, totaling five years. Place of performance is a combination of 10 General Greene Avenue, Building 16, Natick, Massachusetts and the contractor's place of business. The contract will be awarded as Firm Fixed Price using Standard Form 1449.

Services include product development, engineering, 3D modeling, specialized agricultural preservation expertise, systems modeling, process simulation, Artificial Intelligence processing, and structural and thermal analysis of food service equipment systems. The contractor must propose one full-time Senior Mechanical Engineer at approximately 1,820 labor hours per year and is not permitted to submit alternative staffing approaches or multiple labor categories. Required expertise includes Solidworks CAD modeling, Finite Element Analysis, and advanced ration modeling software development. No security clearance is required, but the successful offeror must complete Level 1 OPSEC Awareness training. The Government furnishes all software, test equipment, instrumentation, and computer environment; offerors should not include these costs in pricing.

Proposals must include four volumes: Technical Capability (Factor 1), Price (Factor 2), Past Performance (Factor 3), and Administrative. Past performance examples must demonstrate work performed within the last five years and at least 90% complete by the proposal due date. Evaluation uses best-value tradeoff methodology with Technical Capability more important than Price, which is more important than Past Performance. The proposal validity period is 60 calendar days.

This is a recompete of W911QY21C0111. The NAICS code is 541330 with a small business size standard of $25,500,000; PSC code is R425.
