A1. Yes, there is an incumbent for this requirement. The previous contract number is

Q2. The solicitation provides a pricing worksheet with multiple labor categories; however, the SOW primarily describes requirements associated with a Senior Mechanical Engineer.

For proposal and pricing purposes, can the Government provide clarification regarding the anticipated level of effort, including estimated labor hours or full-time equivalent support expected during the base period? Additionally, should offerors assume the requirement is intended to support a single full-time senior engineer, or may offerors propose an alternative staffing approach and/or multiple labor categories if they can satisfy all SOW requirements?

Can the Government clarify which software, testing equipment, instrumentation, and technical resources will be Government-furnished versus contractor-provided? Specifically, will the Government provide SolidWorks access, or should offerors include software licensing costs in their proposed pricing? If contractor-furnished SolidWorks is required, will commercially licensed software be permitted on the Government-furnished laptop?

A3. The contractor will not need to provide any software, test equipment, or instrumentation. Software, test equipment and instrumentation such as thermocouples, watt meters, power meters, energy analyzers, are all common test items. There may be some slight variations, depending on the items being tested. All software, equipment and instrumentation items will be furnished by the Government as necessary to execute the proposed test efforts.
