About this opportunity
The Department of Agriculture Forest Service seeks road maintenance improvements to the Selkirk to Surf project area within the Methow Valley Ranger District of the Okanogan-Wenatchee National Forest, with quotations due September 21, 2026. This is a Total Small Business Set-Aside under NAICS 237310 (Highway, Street, and Bridge Construction); the small business size standard is $45 million.
Place of performance is the Methow Valley Ranger District in Okanogan County, Washington, spanning FSR 5400 Harts Pass Road and FSR 5400600 Slate Peak Road (elevations 2,400 to 6,800 feet), accessible via Lost River Road near Mazama. The project is issued as RFQ 1240LT26Q0115, a combined synopsis/solicitation for commercial items under FAR Part 12; this announcement constitutes the only solicitation, and no separate written solicitation will be issued.
Base contract work includes clearing and brushing, ditch and culvert reconditioning, culvert removal and installation, roadway reconditioning, aggregate surface placement, permanent sign installation, drainage dip construction, riprap placement for slope protection, and all associated mobilization and traffic control. Five optional items cover additional aggregate placements, drainage dips, roadway excavation and embankment, and riprap placement for flood-related damage. Period of performance runs September 14, 2026, through October 13, 2027. Contractors must develop comprehensive traffic control accommodating vehicular, pedestrian, equestrian, and bicycle traffic near the Pacific Crest Trail during peak recreation season, and maintain equipment cleaning protocols to prevent noxious weed introduction.
Evaluation will apply lowest price technically acceptable criteria. Technical proposal must include project work plans, construction schedules, traffic control methodology, de-watering plans, and three reference projects of similar magnitude completed within the past three years. Contractors must furnish performance and payment bonds and a bid guarantee equal to 20 percent of the bid price or $1 million, whichever is less. Award is anticipated within 90 calendar days of the proposal deadline. Written questions are due September 14, 2026. Davis-Bacon prevailing wage rates apply; Buy American provisions govern construction materials. Amendment 0001, effective September 14, extended the original proposal deadline from September 14 to September 21, 2026.
