About this opportunity
The Naval Supply Systems Command Fleet Logistics Center Jacksonville has issued a Special Notice regarding maintenance and service for currently installed Lenel Controlled Access electronic security systems. The agency intends to make a sole source award to Allied Universal Technology Services, citing that it is the only company with the appropriate licenses to work on Lenel Electronic Security Systems. This procurement falls under NAICS code 561621 for Security Systems Services and will be structured as a Firm-Fixed Price contract. The Navy indicates there are no other licensed agents or dealers authorized to provide these specific services. The notice serves as an informational announcement regarding the intended sole source acquisition.
The Special Notice aims to provide transparency about the Navy's intention to bypass competitive bidding due to the specialized licensing requirements for Lenel systems maintenance. Interested parties who believe they can meet the requirements must respond in writing by September 16, 2025, at 11:00 AM Eastern Daylight Time to tristan.s.mcelhinney.civ@us.navy.mil. Responses must include clear and convincing evidence demonstrating the ability to provide the services outlined in the Performance Work Statement, as simple requests for documentation will not be considered valid responses. The sole source acquisition is justified under 41 U.S.C. 1901(e)2 Special Rules for Commercial Items and FAR 13.501(a). If no qualifying responses are received by the deadline demonstrating that comparable services are available and more advantageous to the government, the Navy will proceed with the sole source contract award to Allied Universal Technology Services.
