About this opportunity
The Department of Homeland Security Office of Procurement Operations is releasing a second DRAFT RFP for the Tactical Communications and Technical Investigative Comprehensive Solutions (TACTICS) IDIQ, with a listed due date of November 4, 2026, but DHS is not soliciting or evaluating proposals, is not requesting questions, and will not consider any proposal information received. The set-aside is Partial Small Business. The draft is for planning only until DHS posts the final RFP, Solicitation 70RTAC27R00000001, on SAM.gov after required approvals.
The IDIQ is multiple-award, and DHS intends to issue a maximum of 30 master contracts split between TC1 Equipment (NAICS 334220) and TC2 Services (NAICS 541330). Small business concerns hold reserved award positions in designated subcategories, while large businesses compete in unrestricted lanes. The aggregate ceiling is $3.49 billion, with a minimum guaranteed award of $250 per contract, over five 12-month ordering periods from April 20, 2027 through April 19, 2032. Authorized ordering agencies include DHS, USDA, DOI, DOJ, HHS, State, Treasury, White House Communications Agency, VA, and the U.S. Air Force.
The notice lists a place of performance of Washington, DC, and the SOW states the contract supports U.S. government operations domestically and in foreign locations. Equipment must be new commercial product unless refurbished items are authorized in writing at the order level, and software must be the latest commercially available version. Requirements cite TIA-102 series, FIPS 140-3, P25 Phase 2, and TAA compliance. Contractors must deliver quarterly transactional data reports within 15 days after fiscal quarter close, maintain a commercial catalog within 30 days of award, and meet Section 508 and DHS Information Security Systems Program 4300A version 13.3 requirements. Small businesses on set-aside orders must perform at least 50 percent of costs incurred. The RFP sets small business subcontracting goals totaling 65 percent of planned subcontracted dollars.
Evaluation proceeds in two phases. Phase 1 assesses prior experience through two to three recent examples completed after 2023, each with obligated dollar value and confirmation of whether the work supported a federal law enforcement agency or first responders. Phase 2 assesses technical capability and price under a "highest technically rated with fair and reasonable price" methodology. The source does not state evaluation factor weights.
TC1 pricing uses ceiling prices with volume tiers and carries no stated escalation. TC2 pricing uses hourly labor rates across five ordering periods, with a 2.5 percent annual escalation applied to non-SCA rates and none applied to SCA-applicable rates. Attachment J.8 is a Service Contract Act wage determination for San Francisco and San Mateo counties, California (Wage Determination No. 2015-5637, Revision 34). The contracting officer is Tiffany Bratton, and the point of contact is Brittani Peyton at 202-984-0641.
