About this file
This is a minimum requirements and vendor capabilities worksheet for the Tactical Communications and Technical Investigative Comprehensive Solutions (TACTICS) IDIQ contract being solicited by the Department of Homeland Security. The spreadsheet functions as a template for vendors to identify which solutions they can provide across seven technical subcategories and to confirm whether their proposed solutions meet government-specified characteristics.
The seven subcategories encompass: (1) Radios and Accessories, including portable/mobile radios (VHF, UHF, dual/multiband), portable accessories (batteries, chargers, antennas, cables), mobile radios, MANET radios, and aircraft/marine/fixed HF systems; (2) Infrastructure solutions such as base stations, repeaters, voting receivers, power supplies, UPS systems, dispatch consoles, and deployable shelters; (3) Maritime/Air communications for small to large boats with varying capabilities including VHF/UHF integration and over-the-horizon functionality; (4) Mobile Command and Control, Communications, and Surveillance Vehicles (MCCCSV) with integrated radio systems, satellite communications, operator workstations, and surveillance equipment; (5) Satellite Services requiring minimum three solution offerings including airtime, transmit speeds, satellite phone plans, and BGAN services; (6) Collection, Process, Exploitation, Dissemination, and Presentation (CPEDP) of Tactical Information covering collection devices, processing systems, dissemination platforms, command and control software, situational awareness tools, recording equipment, and LMR-based duress systems; and (7) Other Tactical Devices including acoustic devices and detection/monitoring systems. All proposed solutions must comply with specified technical standards including P25 Phase 2 compliance, FIPS 140-2/140-3 encryption requirements, operational temperature ranges (-30°C to +60°C), IP67/IP68 ingress protection ratings, MIL-STD-810G environmental standards, and TAA compliance. Vendors select applicable solutions and confirm manufacturer part numbers and whether each solution meets the listed characteristics via dropdown selections.
