About this file
This file is a blank template workbook for evaluating offeror prior experience under Factor 1 of the TACTICS IDIQ solicitation evaluation criteria. The workbook requires offerors to submit between two and three recent and relevant prior experience examples by completing designated yellow-highlighted cells across three separate experience tabs, with instructions that incomplete submissions or modifications to the worksheet may result in proposal rejection. Each experience example requires offerors to identify the vendor performing the work, specify their role as prime, subcontractor, or teaming partner, select the relevant TACTICS Technical Category and Subcategory, provide a project title with a narrative explanation limited to 150 words, list contract or order numbers, document total obligated dollar value, demonstrate that the requirement directly supporting delivery of applicable subcategory items represents the largest portion of project obligation with percentage breakdowns, specify award type, identify the government agency, confirm whether the work supported a federal law enforcement agency or first responders, provide agency point of contact information, and confirm the period of performance completion date is later than 2023 (not less than five years from RFP issuance).
The workbook includes a separate Factor 1 Narrative tab that must be completed if any experience example relies on subcontractor or teaming partner prior experience, requiring offerors to clearly explain how such entities will have meaningful involvement in actual contract performance and be formally identified. The available TACTICS Technical Categories span TC 1 through TC 2, with subcategories including Radios and Accessories, Infrastructure, Maritime/Air, Mobile Command and Control Communications and Surveillance Vehicles, Satellite capabilities, Collection and Processing of Tactical Information, Video and Sensor Intercept Capabilities, TechOps Systems, Operations and Sustainment Services, Engineering, and Service-Based Systems. The file is part of the Department of Homeland Security's second draft RFP for the TACTICS Indefinite-Delivery, Indefinite-Quantity contract, released for planning purposes only while awaiting final approvals.
