About this file

This is a Questions and Answers document clarifying key submission requirements for the SeaPort CNSP Readiness Assistance Training Team (RATT) Support solicitation. The Government confirms that exactly eight (8) Key Personnel resumes are required: one RATT Program Manager and seven Team Leads, as specified in Section 7.1 of the Performance Work Statement and the price template. The Government clarified that the reference to "15" in the staffing plan relates to a minimum fifteen (15) years of experience requirement for Key Personnel qualifications, not the total number of positions requiring resumes.

Regarding pricing submissions, the Government requires that if subcontractors are utilized, both the prime contractor's price template must include the subcontractor's rolled-up labor rate and the subcontractor must submit a separate price template. The price template is unlocked to allow flexibility in presenting Subject Matter Experts (SMEs) either as separately broken-out line items or as average composite rates. All offers must be submitted via the PIEE Solicitation Module, as this Navy requirement is transitioning from the SeaPort system to the new PIEE system. This is a pre-solicitation notice for an anticipated SDVOSB set-aside among SeaPort NxG MAC holders.

Questions and Answers

1. Can you clarify the Key resume requirement? 7.1 page 12 reads that there are 15 Key personnel. The staffing plan (p 51) requires a resume for each key. The price template lists 7 Key personnel (PM and 7 Team leads).

The Government confirms that there are exactly eight (8) Key Personnel required for this effort: one (1) RATT Program Manager and seven (7) Team Leads, as outlined in Section 7.1 of the PWS and matching the eight Key Personnel in the price template. Offerors are only required to submit eight (8) resumes (one for each Key position). The reference to "15" may be a misinterpretation of the minimum "fifteen (15) years of experience" requirement that is frequently cited throughout Section 7.1 for the Key Personnel qualifications.

2. Concerning the price template will the sub submit one separately or is one combined required?

Per Section L Volume IV – Price “If applicable, subcontractors pricing information shall also be submitted in excel format.” And “If the offeror intends to subcontract, the subcontractor's rolled-up labor rate shall be provided as well.” Both, the prime’s price template should include the rolled-up labor rate, and the subcontractor should also submit a separate price template.

3. Will the SME's be broken out separately as all of them do not get paid the same.

The price template is unlocked and for your benefit. You are welcome to break them out separately or use an average composite rate.

4. Will this solicitation transition to the new PIEE system that replaced Seaport?

Yes, per Section L “All offers must be submitted via the PIEE Solicitation Module.”
