The system must be brand name or equivalent to a Leica M205 C stereomicroscope and must provide approximately 7x-160x magnification with a minimum 20:1 zoom ratio, apochromatic corrected optics, trinocular imaging capability, and both transmitted and reflected LED illumination. The system will support fisheries and aquatic sciences research including otolith analysis, microchemical evaluations, age and growth analyses, fish diet analysis, macroinvertebrate identification, larval fish identification, morphometric measurements, and high-resolution digital imaging for scientific publication.
NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC code is 6640, Laboratory Equipment and Supplies. The solicitation requires firm-fixed pricing and incorporates Buy American requirements and various federal compliance clauses. Standard manufacturer's warranty is required with no enhanced warranty or service requirements beyond commercial standards. Offerors must submit a single PDF file containing the completed SF18, technical compliance matrix, product literature, warranty information, past performance documentation, and amendment acknowledgments. For foreign-manufactured systems offered as commercial items, country-of-origin must be identified for the complete system per FAR 52.225-2. Award will be made without discussions based on technical acceptability, past performance, and price, with price being the most significant evaluation factor. The contracting officer is Brian Baker at brian_baker@ios.doi.gov.
