About this file
This is Amendment 0002 to a federal Request for Quotation (RFQ) for a stereo microscope system, issued by the USGS National Acquisition Branch. The solicitation number is 140G0126Q0182, effective July 1, 2026, and bids are due at 1:00 PM EST on Friday, July 10, 2026. This is a total small business set-aside, with participation restricted to entities registered in SAM as small businesses. The acquisition is for equipment only with no installation, setup, calibration, training, or on-site demonstration required at South Dakota State University. Offerors must submit all quotation package documents as a single PDF file, including the completed SF18, technical compliance matrix, product literature, warranty information, Buy American Certificate, past performance documentation, and amendment acknowledgment. Standard manufacturer's warranty is required; no enhanced warranty or service requirements beyond commercial standards apply. The contracting officer is Brian Baker, reachable at brian_baker@ios.doi.gov.
The amendment addresses vendor questions regarding product specifications and submission requirements. Key clarifications include: the solicitation requires a stereo microscope system with approximately 7x-160x magnification range and apochromatic corrected optics capable of biological imaging applications; the 20:1 minimum zoom ratio is evaluated as a salient characteristic, and offerors may propose equivalent products meeting or exceeding specifications; magnification may be achieved through combinations of optical body, eyepieces, auxiliary objectives, and camera/software configuration; digital magnification from camera/software is permissible in evaluation; extended depth-of-field imaging via software-based focus stacking is acceptable; the microscope body, camera, and software components may be from different manufacturers if compatibly integrated; and for foreign-manufactured systems offered as commercial items, country-of-origin must be identified per FAR 52.225-2 for the complete system rather than individual components.

Q1. Can the Government confirm whether this RFQ is unrestricted or a total small business set-aside? The RFQ cover page states that it is not a small business set-aside, while Section C includes FAR 52.219-6, Notice of Total Small
Business Set-Aside.
A. This solicitation is set aside as a total small business. Any entity registered in SAM as a small business may provide a quote.
Q2. For an "equal" product, is the minimum 20:1 zoom ratio a mandatory pass/fail requirement, or will the Government consider a system with a slightly lower native zoom ratio if it otherwise supports the required biological imaging applications?
A. Offerors may propose a brand name or equivalent make/model that they believe meets or exceeds the salient characteristics specified in the solicitation. In accordance with the solicitation, the Government will determine whether the proposed equipment satisfies the salient characteristics during the evaluation of quotations after the solicitation closing date.
Q3. May the required approximate 7x-160x magnification range be achieved through a combination of optical body, eyepieces, auxiliary objectives, and camera/software configuration, or must the base microscope body

In accordance with the solicitation, the Government will determine whether the proposed equipment satisfies the salient characteristics during the evaluation of quotations after the solicitation closing date.
Q4. For purposes of evaluating magnification range, will the Government consider only optical magnification, or may camera/software digital magnification also be included?
Q5. Does the requirement for apochromatic corrected optics require the full stereo optical system to be apochromatic, or is a plan-apochromatic main objective acceptable when paired with compatible eyepieces and camera optics?
Q6. Does the Government require the digital camera and extended depth-of-field software to be manufactured by the same company as the microscope, or may offerors provide a compatible integrated microscope/camera/software package from multiple manufacturers?
