About this opportunity

The Air Force Research Laboratory at Wright-Patterson Air Force Base is seeking to procure Science Fair Award packages through Request for Quotation COMBO-AFRL-PZLEQ-2025-0028. Each award package consists of four branded items: a navy blue stainless steel water bottle, a blue/black solar power bank, a blue/black wristband USB drive, and a silver wooden robot cube fidget toy, all customized with the U.S. Air Force logo and packaged in clear plastic. The procurement involves a base period requiring 250 award packages and two option periods of 1,200 packages each, with delivery scheduled for December 1, 2025, September 1, 2026, and September 1, 2027, respectively. The government will use a Lowest Price Technically Acceptable evaluation approach, assessing both price and technical acceptability against specification requirements. Quote packages are due by September 26, 2025, at 1:00 PM Eastern Time and must be submitted via email to both jessica.briggs@us.af.mil and natasha.randall@us.af.mil.

This opportunity is designated as a total small business set-aside under a firm fixed price contract structure, with no incumbent contractors identified in the documentation. The procurement will be delivered to Early Express Services Inc. in Dayton, Ohio, with payment processed per delivery on a Net 30 basis following each shipment of award packages. The solicitation clarifies that no customization or labeling of plastic bags is required, the Buy American Act does not apply since these are commercial off-the-shelf items, and electronic proofs will suffice rather than pre-production samples. The government reserves the right to award all, some, or none of the items and may resolicit if only one qualifying quote is received. Late or incomplete quote packages will not be considered, and offerors must provide documentation showing item descriptions and characteristics to meet technical acceptability requirements.
