About this opportunity
The Department of the Interior's Interior Business Center is soliciting firm fixed-price design-build quotes for scaffolding to repair and repoint the Chalmette Monument in Chalmette, Louisiana, with questions due October 30, 2026 at 12:00 p.m. ET and quotes due November 13, 2026 at 2:00 p.m. ET under Amendment 0001. The procurement is a Total Small Business set-aside under NAICS 238990, All Other Specialty Trade Contractors, with a $19 million size standard and PSC Y1PZ. The Interior Business Center is procuring on behalf of the National Park Service Historic Preservation Training Center, which will use the scaffolding to perform masonry work.
Place of performance is the Chalmette Monument, Chalmette Battlefield, Jean Lafitte National Historical Park and Preserve, 1 Battlefield Road, Chalmette, Louisiana 70043. The contractor must design, erect, maintain, and dismantle OSHA-compliant scaffolding on a 100-foot marble obelisk of approximately 6,800 square feet, with access to all four sides and the pyramidion, without drilling into or attaching to the stone. The design requires engineered, stamped shop drawings, debris netting on all sides, a hoisting bay with minimum capacity for a 1-ton electric hoist, five staging platforms (minimum 1,000 pounds each) spaced no more than 21 feet apart, five platform decks (minimum 3,000 pounds each), and overhead front-entrance protection rated 150 P.S.F. Work must comply with OSHA 1926 Subpart L.
Performance is 150 calendar days from Notice to Proceed, with a 30-day design period after award, a two-week construction window beginning approximately January 19, 2027, a three-month rental period, and one-week demobilization by approximately April 26-30. Performance and payment bonds under FAR 52.228-15 and insurance under FAR 52.228-5 are required before Notice to Proceed, superseding the original seven-day post-award requirement. Rates must comply with the Davis-Bacon wage determination, and the price includes all applicable federal, state, and local taxes and duties. No award value or ceiling is stated.
Past performance requires one to three relevant projects completed within five years, involving sensitive historic structures and demonstrating design of 100-plus-foot self-supporting, non-destructive scaffolding. Volume I (technical, not to exceed 25 pages excluding engineering drawings and specifications) and Volume II (price assumptions, completed SF 1442, the provided pricing spreadsheet, and evidence of bonding capability) are submitted electronically by email to Contracting Officer Sarah Ignacio. Quotes must remain valid for 90 calendar days.
Award is a best-value trade-off in which Factor 1, Technical and Engineering Approach (most heavily weighted), comprises Schematic Scaffold Plan, Ability to Meet Installation Date, and Mobilization and Site Protection. Factor 2 is Past Performance, and Factor 3 is Price, evaluated for fairness and reasonableness. Non-price factors carry more weight than price.
The mandatory site visit was scheduled for October 28, 2026 at 9:30 a.m. Central, and the attendance roster is attached to Amendment 0001. Attendees named on the roster include Mondello Scaffolding, Diamond Scaffolding, Brand Schey, ISO Services, Halls Industrial, Turner, and Classic Industrial.
