About this file

This is a Request for Quotation (RFQ) for commercial construction services issued by the Department of the Interior's Interior Business Center on behalf of the National Park Service Historic Preservation Training Center. Solicitation number 140D0427Q0915 seeks competitive quotes for a firm fixed-price design-build construction contract to provide scaffolding for repair and repointing work at the Chalmette Monument located at 1 Battlefield Road, Chalmette, Louisiana 70043. The requirement is set aside exclusively for small businesses under NAICS Code 238990 (All Other Specialty Trade Contractors) with a $19 million size standard. The contractor must provide all labor, materials, equipment, supervision, and travel necessary to design, erect, maintain, and dismantle OSHA-compliant scaffolding. The period of performance is 150 calendar days from Notice to Proceed, with work to begin within 7 calendar days of award. Quotes are due November 6, 2026 at 1:00 p.m. Eastern Time, and the government will hold acceptance for 90 calendar days following quote submission. A mandatory site visit is scheduled for October 28, 2026 at 9:30 a.m. Central Time at the Chalmette Visitor Center.

Evaluation will be based on three factors in descending order of importance: (1) Technical and Engineering Approach, weighted most heavily and comprising subfactors for schematic scaffold plan, ability to meet installation dates, and mobilization/site protection planning; (2) Past Performance, evaluated on relevant projects completed within the last five years involving sensitive historic structures and demonstrating capability to design 100+ foot scaffolding with self-supporting non-destructive designs and high-capacity load management; and (3) Price, evaluated for fairness and reasonableness. Quoters must submit two separate volumes with Volume I containing general information, completed provisions, representations and certifications, and technical approach (not to exceed 25 pages excluding engineering drawings and specifications), and Volume II containing price assumptions, completed Standard Form 1442 with the provided pricing spreadsheet, and evidence of bonding capability. Performance and payment bonds are required within 7 calendar days of award, as is proof of insurance. The government reserves the right to make award without exchanges, though it may request clarifications. Rates must comply with Davis-Bacon wage determinations, and all work must adhere to applicable federal, state, local laws and National Park Service requirements.

This includes administrative proceedings at the Federal and State level but only in connection with performance of a Federal contract or grant. It does not include agency actions such as contract audits, site visits, corrective plans, or inspection of deliverables.

(b) The offeror □ has □ does not have current active Federal contracts and grants with total value greater than $10,000,000.

(c) If the offeror checked "has" in paragraph (b) of this provision, the offeror represents, by submission of this offer, that the information it has entered in the Federal Awardee Performance and Integrity Information System (FAPIIS) is current, accurate, and complete as of the date of submission of this offer with regard to the following information:

(1) Whether the offeror, and/or any of its principals, has or has not, within the last five years, in connection with the award to or performance by the offeror of a Federal contract or grant, been the subject of a proceeding, at the Federal or State level that resulted in any of the following dispositions:

(iv) In a criminal, civil, or administrative proceeding, a disposition of the matter by consent or compromise with an acknowledgment of fault by the Vendor if the proceeding could have led to any of the outcomes specified in paragraphs (c)(1)(i), (c)(1)(ii), or (c)(1)(iii) of this provision.

(2) If the offeror has been involved in the last five years in any of the occurrences listed in (c)(1) of this provision, whether the offeror has provided the requested information with regard to each occurrence.

(d) The offeror shall post the information in paragraphs (c)(1)(i) through (c)(1)(iv) of this provision in FAPIIS as required through maintaining an active registration in the System for Award Management, which can be accessed via https://www.sam.gov (see 52.204-7).

FAR 52.216-1 Type of Contract (Apr 1984) The Government contemplates award of a Firm-Fixed-Price task order resulting from this solicitation.

FAR 52.229-11 – Tax on Certain Foreign Procurements—Notice and Representation (Oct

2025) (DEVIATION RFO)

(a) Definitions. As used in this provision— Foreign person means any person other than a United States person.

Specified Federal procurement payment means any payment made pursuant to a contract with a foreign contracting party that is for goods, manufactured or produced, or services provided in a foreign country that is not a party to an international procurement agreement with the United States. For purposes of the prior sentence, a foreign country does not include an outlying area.

United States person as defined in 26 U.S.C. 7701(a)(30) means

(1) A citizen or resident of the United States;

(2) A domestic partnership;

(3) A domestic corporation;

(4) Any estate (other than a foreign estate, within the meaning of 26 U.S.C. 701(a)(31));

and

(5) Any trust if–

(i) A court within the United States is able to exercise primary supervision over the administration of the trust; and

(ii) One or more United States persons have the authority to control all substantial decisions of the trust.

(b) Unless exempted, there is a 2 percent tax of the amount of a specified Federal procurement payment on any foreign person receiving such payment. See 26 U.S.C. 5000C and its implementing regulations at 26 CFR 1.5000C-1 through 1.5000C-7.

(c) Exemptions from withholding under this provision are described at 26 CFR 1.5000C-1(d)(5) through (7). The Offeror would claim an exemption from the withholding by using the Department of the Treasury Internal Revenue Service Form W-14, Certificate of Foreign Contracting Party Receiving Federal Procurement Payments, available via the internet at www.irs.gov/w14. Any exemption claimed and self-certified on the IRS Form W-14 is subject to audit by the IRS. Any disputes regarding the imposition and collection of the 26 U.S.C. 5000C tax are adjudicated by the IRS as the 26 U.S.C. 5000C tax is a tax matter, not a contract issue.

The IRS Form W-14 is provided to the acquiring agency rather than to the IRS.

(d) For purposes of withholding under 26 U.S.C. 5000C, the Offeror represents that

(1) It [_] is [_] is not a foreign person; and

(2) If the Offeror indicates "is" in paragraph (d)(1) of this provision, then the Offeror represents that—I am claiming on the IRS Form W-14 [__] a full exemption, or [__] partial or no exemption [Offeror shall select one] from the excise tax.

(e) If the Offeror represents it is a foreign person in paragraph (d)(1) of this provision, then—

(1) The clause at FAR 52.229-12, Tax on Certain Foreign Procurements, will be included in any resulting contract; and

(2) The Offeror shall submit with its offer the IRS Form W-14. If the IRS Form W-14 is not submitted with the offer, exemptions will not be applied to any resulting contract and the Government will withhold a full 2 percent of each payment.

(f) If the Offeror selects "is" in paragraph (d)(1) and "partial or no exemption" in paragraph (d)(2) of this provision, the Offeror will be subject to withholding in accordance with the clause at FAR 52.229-12, Tax on Certain Foreign Procurements, in any resulting contract.

(g) A taxpayer may, for a fee, seek advice from the Internal Revenue Service (IRS) as to the proper tax treatment of a transaction. This is called a private letter ruling. Also, the IRS may publish a revenue ruling, which is an official interpretation by the IRS of the Internal Revenue Code, related statutes, tax treaties, and regulations. A revenue ruling is the conclusion of the IRS on how the law is applied to a specific set of facts. For questions relating to the interpretation of the IRS regulations go to https://www.irs.gov/help/tax-law-questions.

Volume I, Section 4: Technical Quote for Factor 1 Subfactors A-C and Factor 2:

The Quoter shall submit the following information as listed below. Failure to comply with what is included in the list may result in a technically unacceptable submission and the Government may reject the quote.

VOLUME 1 SECTION 4: TECHNICAL AND ENGINEERING APPROACH - FACTOR

1:

Submit the information for Subfactors A-C below:

SUBFACTOR A - SCHEMATIC SCAFFOLD PLAN

The Quoter shall submit a schematic scaffold plan that demonstrates its ability to meet the Government’s requirements as articulated in this solicitation. Engineered stamped drawings are not required as part of the quote and will be required only after award in accordance with the Statement of Work (SOW). The schematic plan shall meet the requirements of the SOW and provide sufficient information for the Government to determine its level of confidence in the Quoter’s ability to perform the requirements of the RFQ.

SUBFACTOR B - ABILITY TO MEET INSTALLATION DATE

Quoters shall provide a schedule with sufficient information for the Government to determine its level of confidence in the ability of the Quoter to meet the mobilization and demobilization dates included in the SOW. Schedule must include an approximate freight delivery schedule.

SUBFACTOR C - MOBILIZATION AND SITE PROTECTION

Quoters shall provide a detailed mobilization plan with sufficient information for the Government to determine its level of confidence in the Quoter’s ability to perform the requirements of the RFQ. The mobilization plan should also address protection of historic resources and measures used to avoid physical impacts to the monument during mobilization and scaffolding erection and dismantling.

VOLUME 1 SECTION 5: PAST PERFORMANCE - FACTOR 2:

Quoters shall provide a brief narrative describing past contracts of relevant projects. Relevant contracts include performance of efforts that are similar in scope and complexity involving sensitive historic structures, sculptures, architectural details, or surrounding landscapes. Include a minimum of one (1) and a maximum of three (3) relevant projects completed within the last five

(5) years as of the solicitation due date. Relevance is discussed further below.

Each project profile must contain the following information:

Project Profile Details:

o Contract Number, Agency/Client Name, and Point of Contact (including current email and phone number).

o Initial and Final Contract Dollar Value.

o Period of Performance dates.

The Quoter shall briefly explain how each example project is relevant to the statement of work for this requirement. In assessing relevance, in addition to the degree of similarity in scope and complexity as described above, the Government may also consider similarities such as scaffold height and complexity, self-supporting or non-destructive scaffold design, high-capacity platform or hoisting requirements, and work involving historic structures or other sensitive sites.

To help establish the relevance of each project, Quoters must explicitly describe how their past projects demonstrate the capability to:

Design and erect heavy-duty system scaffolding to approximately 100 feet in height or greater.

Utilize self-supporting, non-destructive designs that require zero drilling or anchoring into the structural substrate.

Safely manage high-capacity load requirements (e.g., platforms holding 3,000+ lbs, heavy hoist integration).

Operate within historically sensitive sites (such as National Historic Landmarks), environmentally protected public lands, or high-visibility public spaces.

For this factor, also include any ratings, letters, awards, etc. that support successful past performance on these projects. Any of this information that is submitted shall clearly identify to which of the submitted projects it pertains. A sample Past Performance Questionnaire (Attachment 5) is attached for your convenience. If used, the Past Performance Questionnaire (PPQ) may be submitted by the quoter with the quote submission or sent directly to the CO by the reference at sarah_ignacio@ibc.doi.gov if it is received by the CO prior to the due/date and time for the quote. For each project, the quoter may provide information on problems encountered on the identified contracts and the quoter’s respective corrective action.

VOLUME II, SECTION 1: PRICE ASSUMPTIONS

Quoters must indicate, in this section only, if any price-related assumptions have been made, conditions have been stipulated or exceptions have been taken with the RFQ as written. If not noted in this volume and section of the quote, it will be assumed that the Quoter’s quote reflects no price assumptions for award and agrees to comply with all of the terms and conditions set forth herein. It is not the responsibility of the Government to seek out and identify assumptions, conditions, deviations, or exceptions buried within the Quoter’s quote. Accordingly, any price-related assumptions listed in any other volume or section will be null and void.

Any exceptions taken to the terms and conditions of the RFQ must be stated in this Section.

Quoters are advised that any exception taken to the terms and conditions of the RFQ may adversely impact its evaluation. Any assumptions/exceptions that are considered unacceptable by the Government and cannot be resolved may result in the Quoter being removed from further consideration.

VOLUME II, SECTION 2, FACTOR 3: PRICE QUOTE

The quoter shall complete and submit Standard Form 1442 and Pricing Spreadsheet. Both of these forms are included in this solicitation.

The price quote shall be a separate volume from the technical quote. There is no page limit on the price quote.

To Quoters in providing conforming price quotations and to promote standardization across submissions, the Government has provided the Pricing Spreadsheet (Attachment 2) that must be used by the Quoter. The price quotations must include totals and subtotals for all columns and rows of data.

Quoters must leave the Pricing Spreadsheet in the same…
