About this file
This is a Sources Sought Notice (SSN) issued by the National Park Service Denver Service Center for pavement preservation work at four South Carolina national parks: Congaree National Park, Cowpens National Battlefield, Kings Mountain National Military Park, and Ninety Six National Historic Site.
The project involves pavement preservation activities across approximately 11.48 roadway miles and 0.71 parking miles, with a construction magnitude between $1,000,000 and $5,000,000. Major work items include cleaning and sealing asphalt cracks, seal coating asphalt pavement, asphalt milling and overlaying, asphalt patching, full-depth asphalt reconstruction, signage improvements, and aggregate shoulder support. The anticipated period of performance is 132 calendar days including potential weather shutdowns. Special construction requirements mandate that all roads and parking remain open during the week of July 4th, construction in Kings Mountain must end before October 1st, and no construction in Congaree may occur during October 15-18 or during the Synchronized Firefly Festival (mid-May to early-June). Parks will remain open during construction, requiring work to be structured to minimize visitor impact. The NAICS code is 237310 (Highway, Street, and Bridge Construction) with a small business size standard of $45 million. The Government anticipates issuing a competitive Request for Proposals around Fall 2026 and awarding a single Firm-Fixed-Price contract. Bid, Performance, and Payment Bonds are anticipated to be required. Interested contractors must submit completed Sources Sought Survey Questionnaires by April 28, 2026 at 2pm Mountain Time to Shellie Murphy, Contracting Officer, at shellie_murphy@ios.doi.gov. The SSN seeks information from both large and small businesses regarding interest, qualifications, bonding capacity, pavement preservation experience, and SBA certifications to inform market research and potential set-aside determinations.
