About this opportunity

The U.S. Army Corps of Engineers (USACE), Norfolk District, published this Special Notice on January 6, 2026, to announce a forthcoming federal construction contract for the Sandbridge Beach Renourishment Project located in Hampton Roads, Virginia. This Special Notice announces a virtual Industry Day event held on January 29, 2026, designed to brief dredging industry contractors on the details of an anticipated standalone, firm fixed-price construction contract valued at approximately $23 to $25 million. The notice provides draft specifications, design documentation, and technical drawings for contractor review and feedback prior to formal solicitation. No formal solicitation has been issued at the time of this Special Notice; instead, it serves as an advance notification to the dredging industry of the upcoming opportunity and solicitation schedule. The notice includes updates documenting the Industry Day event that occurred on January 29, 2026, attendance records, and a question-and-answer summary addressing contractor inquiries regarding project design parameters and material availability.

The primary objective of this Special Notice is to solicit contractor input on project design at the 65-percent design stage and to provide industry with comprehensive project information in advance of formal procurement. Key deadlines established in the notice include a registration deadline of January 26, 2026, for the Industry Day event, with the formal solicitation scheduled for advertisement on July 9, 2026, bid opening on August 15, 2026, and anticipated award on October 14, 2026. The contract requires contractors to possess hopper dredging capabilities to extract approximately 2.3 million cubic yards of sand from Sandbridge Shoal Borrow Site A and place up to 1.8 million cubic yards on Sandbridge Beach with construction completion targeted for August 31, 2027. Eligibility is not restricted by set-asides, allowing any qualified firm with hopper dredging experience to participate; the small business size standard under NAICS code 237990 is $37 million in annual revenue. The contract scope includes comprehensive environmental compliance requirements, including protected species monitoring, unexploded ordnance screening, archaeological avoidance, and Environmental Protection Plan development, with construction restricted from September 1 through November 14 annually due to sea turtle nesting season considerations.
