About this file

This file contains the final presentation slides from the Industry Day event held on January 29, 2026, for the FY27 Sandbridge Beach Renourishment project. The U.S. Army Corps of Engineers (USACE) Norfolk District is soliciting a C-type firm fixed price construction contract with an estimated value of $23-25 million (with a broader range of $15-20 million noted for construction costs) for dredging and beach fill operations. The contract is scheduled to be advertised on July 9, 2026, with bids opening August 15, 2026, and award anticipated October 14, 2026. The Notice to Proceed is targeted for November 13, 2026, with construction duration of approximately 291 days through August 31, 2027. The project requires hopper dredge operations to extract approximately 2.3 million cubic yards of sand from Sandbridge Shoal borrow site A (depths ranging from -35 to -67 feet MLLW) and place up to 1.8 million cubic yards on Sandbridge Beach to construct a berm at +7.0 feet NAVD 88 elevation with widths ranging from 35 to 90 feet. The contract includes base payment items for mobilization/demobilization, sea turtle response (three levels), turtle trawling, nest relocation, standby times, and dredging completion, plus optional line items for additional dredging phases and onboard MEC technician services.

The project contains significant environmental and operational constraints including a prohibition on hopper dredging from September 1 through November 14 of any year, mandatory use of Turtle Excluder Devices (TEDs) with no openings larger than 4x4 inches, requirement for two Protected Species Observers aboard the dredge at all times, and protected species monitoring on the beach with 500-foot buffer zones. UXO/MEC screens are required on dragheads and pump-out equipment due to documented unexploded ordinances in the borrow site, with archaeological avoidance buffers of 200 and 500 feet. An Environmental Protection Plan covering spill control, hazardous waste, solid waste, contamination prevention, and cultural/biological resource protection must be submitted. Additional requirements include BOEM coordination with 7-day notice prior to construction start, pre- and post-dredge multi-beam surveys with 100 percent coverage extending 100 meters beyond borrow area limits, and new environmental training for all beach construction crew members. Government questions and comments on the 65 percent design documentation should be submitted to Contract Specialists Caleb Bookout (brian.c.bookout@usace.army.mil) or Susan Ellis (susan.k.ellis@usace.army.mil).

Project Constraints

Requires hopper dredging plant and pump out buoy for dredging and beach fill activities.

Extracted material taken from Sandbridge Shoal borrow site A must be placed on Sandbridge beach only.

Prohibits hopper dredging 01 September through 14 November of any year.

Contains unexploded ordinances in borrow site A and archaeological avoidance buffers of 200 and 500 feet should be maintained.

Endangered Species Monitoring-Hopper Dredges

Two Protected Species Observers (PSO) are required aboard the dredge at all times.

Operate dredge per the specifications to minimize takes.

PSOs must inspect dragheads, Turtle Excluder Devices (TED), & UXO screens after each load. They shall not inspect inflow cages due to UXO screens.

No openings larger than 4 inches x 4 inches on TED or draghead.

Follow “Sea Turtle Incidental Take Procedures” & 2018 Biological Opinion RPMs.

Measurements, photos, specimen preservation (keep remains cold on ice, not in water).

Transfer of remains or live turtles to VAQS.

Endangered Species Monitoring-Beach Placement

Time of year restriction specific to hopper dredging: September 1 through 14 November Protected Species Observers (PSO) are required to inspect the beach for turtle nesting activity every 2 hours, 24 hours/day from May 1 through August 31.

All placement activities will be halted within a 500 ft buffer if activity is discovered.

Nests within construction zone may be relocated by qualified entity. A predetermined relocation fee will be charged to the Contractor. Contractor must pay the relocation fee. USACE will reimburse the Contractor for the fee. Relocation is NOT guaranteed to be outside of the placement area. Relocated nests may still require a protective buffer or may stop work in the area.

VAQS or BBNWR conducts early morning crawl surveys during nesting season and must be provided unimpeded and safe access.

New required environmental training for all beach construction crew members conducted by USACE Biologist.

Follow all 2023 Biological Opinion Conservation Measures and RPMs.

BOEM Borrow Site Requirements

Prior to the start of dredging:

Provide construction schedule to be sent to BOEM prior to commencement of work.

Provide 7 calendar days notice to USACE/BOEM prior to construction start.

U.S. Coast Guard Local Notice to Mariners During construction:

Allow BOEM/BSEE inspectors site access and provide records as reasonably requested.

No anchoring, spudding, or other bottom disturbing activities outside of approved borrow area.

Follow existing contours to maximum extent practicable and avoid creation of deep depressions or pits.

Avoid listed anomalies or archaeological resources by specified buffer distances during dredging operations.

New discoveries may halt dredge/pump-out operations.

*BOEM Borrow Site requirements are based on previous authorization requirements. Final requirements are pending conclusion of the coordination and will be incorporated into the final plans and specifications.

UXO/MEC screens are required on dragheads and at the pump out buoy or similar device.

Screens on the dredge shall be no larger than 1.25 inches in the smallest diameter and by 6 inches.

Discharge end screens shall retain all items 0.75 inches in diameter and larger.
