About this opportunity

The Department of Agriculture Forest Service seeks quotations for replacement of cattle guards across the San Juan National Forest in Colorado, with quotations due August 27 and questions due August 13. This is a 100% small business set-aside under NAICS 237310 (Highway, Streets, and Bridge Construction), PSC Z2LB. The government intends to award a firm fixed-price contract to a single offeror.

Place of performance is Durango, Colorado. The base bid covers replacement of seven cattle guards with an optional item for two additional cattle guards. Work includes purchasing and installing precast concrete cattle guard bases and steel running surfaces from Big R Manufacturing, ABC Concrete, or approved equals; replacing wooden side posts with 6-inch steel posts; disposing of removed material off federal land; and providing bedding material and approach aggregate. All project sites are within a two-hour drive from Durango across gravel-surfaced level 3 and 4 roads. Work period runs from September 8, 2026, to June 25, 2027, with work commencing within 10 calendar days of notice to proceed and completion required within 290 calendar days.

Work must comply with the 9th edition AASHTO LRFB Bridge design specifications using HL-93 design vehicle standards and FHWA-FLH-14-001 construction specifications. All construction equipment must be cleaned and inspected before entry; environmental protection includes mandatory hazardous spill plans with 24-hour incident reporting. Traffic control must comply with MUTCD standards and an ATSSA-certified plan, with delays not exceeding 60 minutes followed by 10-minute open periods. Operating season runs May 1 through November 30; work hours are 7:00 a.m. Monday through 7:00 p.m. Friday excluding federal holidays.

Davis-Bacon prevailing wage rates apply across 19 Colorado counties. Small business size standard is $45 million. A bid guarantee of 20% of total offer price (not to exceed $3 million) and 100% Performance and Payment Bonds are required. Offerors must submit technical approach (maximum 5 pages, Times New Roman 12-point) and pricing on the provided Schedule of Items spreadsheet. Award will be based on best value considering technical approach and price. Prices are held firm for 60 calendar days from the offer due date.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
Solicitation number 1240LT26Q0158 is issued as a Request for Quotation (RFQ) for the San Juan Cattle Guard Replacement. The cattle guards are located within the San Juan National Forests and the intent of this project is replace structurally obsolete cattle guards across the forest. The Contractor will be responsible for purchasing and installing cattle guard bases, running surfaces and
wings as well as disposing of the removed material off of federal land.  Refer to SOW and applicable specifications for full details.  

No site visit is scheduled.  The locations are listed in the attachments herein and are open to the public
