This is a Statement of Work (SOW) for a cattle guard replacement contract within the San Juan National Forest in southwest Colorado between Dove Creek and Wolf Creek. The contractor is responsible for purchasing and installing pre-cast concrete cattle guard bases and steel running surfaces at predetermined locations, along with replacing all wooden side posts with 6-inch steel posts. The base bid covers replacement of seven cattle guards, with an optional bid item for two additional cattle guards. Cattle guards must be purchased from Big R Manufacturing, ABC Concrete, or an approved equal, with standard 7'-9" length and widths determined by attached spreadsheet. The contractor must also dispose of old concrete bases and posts off federal land, provide bedding material and approach aggregate for each installation, perform minor fence work as needed, and maintain traffic control with delays not exceeding 30 minutes.

Work will be performed on gravel-surfaced level 3 and 4 roads across varying terrain, with all project sites within a two-hour drive from Durango, Colorado. The typical operating season runs May 1 through November 30, with work hours between 7:00 a.m. Monday through 7:00 p.m. Friday, excluding federal holidays. The contractor must furnish all labor, equipment, tools, transportation, and support vehicles necessary for completion. Design must comply with the 9th edition AASHTO LRFB Bridge design specifications using HL-93 design vehicle standards and FHWA-FLH-14-001 construction specifications. Payment is structured under four pay items: mobilization (lump sum), removal of cattle guards and concrete bases (lump sum), aggregate base grading 1-inch minus (per ton), and cattle guards (per each unit).

San Juan Cattle Guard Replacements

Scope of work

This cattle guard replacement contract located within the San Juan National Forests is intended to replace structurally obsolete cattle guards across the forest (see attached road listing). Contractor will be responsible for purchasing and installing cattle guard bases, running surfaces and wings as well as disposing of the removed material off of federal land. Bedding material and approach aggregate will be required with each cattle guard. Minor fence work may be required to tie the range allotments into the wings. Traffic control will be the responsibility of the contractor with delays not exceeding ½ hour.

Terrain across the forest varies between flat mesa tops and steep winding mountain roads. The majority of this work will occur on gravel surfaced level 3 and 4 roads as defined in FSH 7709.58, 12.3. None of the roads have chip sealed or asphalt surfaces. All projects can be reached within a two-hour drive from

Durango, Colorado. Typical operating season is May 1 – Nov. 30. Operations shall avoid freeze thaw conditions and timing should be approved by the Contracting Officer.

Base bid shall include the replacement of seven cattle guards. Optional bid item shall include an additional two cattle guards.

Project location

This work is located throughout the San Juan national forest in southwest Colorado between

Dove Creek and Wolf Creek.

Disposal of structures

Old concrete bases and old posts will be properly disposed of off of national forest lands.

Disposal will be paid for under pay item 203.

Cattle guard installation

The work as outlined will consist of concrete cattle guard bases and steel running surfaces at predetermined locations across the San Juan national forest. The Contractor will replace cattle guards with pre-cast bases and steel running surfaces. Cattle guards shall be purchased from

Big R manufacturing, ABC Concrete or approved equal. Length will be the standard 7’-9” and not the BLM 8’ length. Widths have been determined on the attached spreadsheet.

Contractor shall control operations to ensure to prevent damage to property, structures, and traffic.

Work hours will be between 7:00 a.m. Monday to 7:00 p.m. - Friday, excluding federal holidays, unless otherwise agreed to in writing.

Contractors will furnish all labor, equipment, tools, transportation, traffic control, support vehicles and supplies necessary to complete the work according to the specifications and as shown on the drawings.

All wooden posts on the sides of the cattle guards will need to be replaced with 6” steel posts.

Signing on the wooden posts will be installed on the new ones.

Cattle guards that span only ½ the road width and have an associated bypass gate will require the installation of 2 6”x6”x8’ treated timber posts to prevent material from sloughing into the cattle guard. Installation will be paid for under pay item 619.

The cattle guard shall be designed in accordance with the 9th edition of AASHTO LRFB Bridge design specifications, customary U.S. units and all current interim specifications. The design vehicle in AASHTO is the HL-93. Construction specifications shall be standard specifications for construction of roads and bridges on federal highway projects, fp-14, publication no. FHWA-

FLH-14-001. Plans, specifications, and estimates shall be in English units.

Aggregate

1 inch minus structural backfill shall conform to table 703-2 target value ranges for subbase and base gradation. This item will be paid for under pay item 301.

Payment

The accepted quantities will be paid for at the contract unit price for each pay item shown in the schedule of items.
