About this opportunity

The Department of the Air Force, through the Office of the Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics (SAF/AQ) and the Air Force District of Washington Contracting Directorate, is seeking qualified contractors to provide technical and analytical support services through the Air Force Technical and Analytic Support in Professional Services (AFTAS PRO) program. This advisory and assistance professional services contract will support analysis, development, integration, and implementation of acquisition program planning, assessment, portfolio transformation, information technology sustainment, artificial intelligence integration, industrial base support, and related capabilities to advance Air Force acquisition enterprise objectives. Contractor personnel must demonstrate expertise in business process reengineering, enterprise architecture, emerging technology evaluation, Lean Six Sigma methodologies, and the Department of the Air Force Modernized Process Model. Responses to this Request for Information must address ten specific capability questions covering IT portfolio transformation methodology, staffing plans with required certifications, AI integration experience, industrial base data capabilities, rapid improvement event facilitation, NATO NAEW&C support, acquisition process modeling, and three examples of similar past contracts. Interested parties must submit capability statements not exceeding 25 pages by 12:00 PM EST on March 13, 2026, to christian.mancha@us.af.mil and Danielle.Sookhai.1@us.af.mil, with the subject line "RFI Response - Air Force Technical & Analytic Support in Professional Services (AFTAS PRO)."

This procurement is not restricted to any small business set-aside category, making it available to large businesses, small businesses, 8(a) participants, HUBZone firms, Service-Disabled Veteran-Owned Businesses (SDVOSB), Women-Owned Small Businesses (WOSB), and Economically Disadvantaged Women-Owned Small Businesses (EDWOSB). No incumbent contractor information has been disclosed in this pre-solicitation notice, and no specific award value or budget range has been announced at this stage. The contract will require the contractor to maintain a continuous Program Manager at government facilities with a minimum 40-hour work week, execute transition activities with zero vacancies exceeding 30 days, and maintain Secret facility security clearance with NACLC or greater clearance for all personnel prior to contract start. Personnel must be available to work at multiple locations including the Pentagon, Joint Base Anacostia Bolling, and other designated Continental U.S. sites, with international travel to Brussels three to four times annually for NATO support responsibilities. The contractor will be responsible for planning and logistics support for up to three annual SAF/AQ-sponsored seminars with 25-450 participants and maintaining the Department of the Air Force Modernized Process Model tool.

The Office of the Assistant Secretary fo the Air Force for Acquisition, Technology, and Logisitcs (SAF/AQ) and the Air Force District of Washington, Contracting Directorate (AFDW/PK) are publishing this Request for Information (RFI) to support market research efforts for a follow-on for Air Force Technical and Analytic Support in Professional Services (AFTAS PRO). This is an advisory and assistance professional services contract to provide for analysis, development, integration, and implementation of various acquisitions program planning and assessment, and other capabilities to advance the goals and objectives of the Air Force acquisition enterprise.
