Responses must also include company information (business name, address, DUNS/UEI, CAGE Code), points of contact, business size classification, and any questions or clarifications regarding requirements. REQUEST FOR INFORMATION (RFI)
Air Force Technical & Analytic Support in Professional Services (AFTAS PRO)
Secretary of the Air Force (SAF) Acquisition, Technology and Logistics (AQ) -
1. PURPOSE
The Department of the Air Force (DAF) is conducting market research to identify capable sources, including large companies, small businesses, 8(a) participants, HUBZone, SDVOSB, WOSB, and EDWOSB firms, that can provide the services described in the attached Draft Performance Work Statement (PWS).
2. BACKGROUND
The Office of the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics Acquisition (SAF/AQ) has overall responsibility for acquisition of non-space systems and programs, including product support, for the Department of the Air Force (DAF); serves as a Service Acquisition Executive (SAE) for the DAF; serves as the single DAF Senior Procurement Executive (SPE). Responsible for all science and technology acquisition, contracting, systems engineering, supply chain management, maintenance of military materiel, and product support policy, guidance, and oversight. Ensures development and maintenance of skills required for the acquisition workforce.
3. OBJECTIVES
- Identify firms capable of meeting the requirements in full or in part.
- Understand potential teaming or joint venture arrangements that could meet the requirements.
4. RESPONSE INSTRUCTIONS
Please review the attached Draft PWS and provide a capability statement not exceeding 25 pages that addresses the questions below. Do not simply restate PWS requirements; instead, describe your relevant experience, approaches, and potential solutions. Responses may address the entire scope of work or only portions of the PWS (see attachment).

5. QUESTIONS
A. Capability & Requirements Questions
1. IT Portfolio Transformation: Describe your experience and methodology for analyzing a large, complex IT portfolio (similar to SAF/AQ's) to achieve significant consolidation and transformation from systems to services, as required in Section 2.4. Provide an example from a past project.
2. IT Support Team Composition: For the IT support tasks outlined in Section 2.4 (System Sustainment, Portfolio Transformation, Enterprise Architecture), please provide a proposed staffing plan. This plan should detail the number of FTEs for each key role (e.g., Project Manager, Senior Systems Engineer, Cloud Architect, AI/ML Specialist).
What are the minimum education (e.g., BS in Computer Science) and certification (e.g., CompTIA Security+, PMP) standards you enforce for these roles?
3. Artificial Intelligence Integration Team: Regarding the "Strategic AI Integration & Advisory", “Data Interoperability & Governance”, “Integration & Implementation Oversight” and " System Verification & Performance Monitoring " teams (Section 2.12), please specify the proposed number of FTEs for each function. What is the typical educational background (e.g., MS, PhD in a quantitative field) and average years of hands-on experience you require for your AI/ML data scientists?
4. Industrial Base Team Structure: For the Industrial Base support tasks in Section 2.11, which require both strategic analysis and IT systems development, please propose a team structure. Specify the number of FTEs and the required educational backgrounds (e.g., Economics, Data Science, Software Engineering) for the personnel who would perform this dual-focused role.
5. Artificial Intelligence Integration Team: The PWS outlines four distinct AI integration functions: Strategic AI Integration & Advisory, Data Interoperability & Governance, Integration & Implementation Oversight and System Verification & Performance Monitoring (Section 2.12). Please detail your corporate experience in each of these four areas, including the tools, platforms, and data management techniques your teams employ.
6. Industrial Base Support: Section 2.11 requires both strategic analysis of the Defense Industrial Base (DIB) and the development of IT systems and data analytics tools to support it. How would you structure your team to provide both of these capabilities concurrently? Describe your experience integrating disparate data sources (e.g., FPDS- NG, SAM.gov, commercial financial data) to create unified analytical tools.
7. Rapid Improvement Events (RIEs): Detail your company's methodology for facilitating RIEs, from initial stakeholder engagement and value-stream mapping to documenting findings and developing implementation plans. Please provide a sanitized example of an efficiency or process improvement your facilitation achieved for a DoD client.
8. Specialized International Support: The role supporting the Chairman for NATO NAEW&C (Section 2.10) requires a unique blend of acquisition knowledge, paralegal expertise, and experience with NATO committee structures. What is your process for identifying, vetting, and proposing candidates for such highly specialized and sensitive positions that require international travel?
9. Acquisition Process Modeling: Section 2.6 requires the contractor to maintain and update the Department of the Air Force Modernized Process Model (DAF MPM). Please describe your team's experience with this tool or similar visual integrated process mapping tools for large government organizations.
10. Technical Capability & Experience: Please provide no more than three examples of past or current contracts of similar size, scope, and complexity. For each example, specify which of the PWS task areas (e.g., IT System Sustainment, AcqDemo Support, AI Development) were included in your scope of work.
