Per the US Small Business Administration (SBA), Montana District Office, IAW CFR 124.507: It has been determined that competition will be limited to eligible 8(a) firms located within the states of Idaho, Montana and North Dakota and, 8(a) participants in good standing serviced by an SBA office outside of these states, but having a Bona fide branch office within the geographical boundaries of these states. A Bona fide branch office is a place of business for purposes of 8(a) construction procurements located where an 8(a) Participant regularly maintains an office which employs at least one full-time individual within the appropriate geographical boundary. The term does not include construction trailers or temporary construction sites. All other 8(a) BD Participants are deemed eligible to submit offers.
Per the SBA, Montana District Office: Joint Venture Agreements - Joint Venture Agreements are allowable on competitive 8(a) set-asides and must be received by SBA prior to cost proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project you must advise your assigned Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BDS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF THE COST PROPOSAL/BID.

The 341st Contracting Squadron is contemplating a solicitation for Simplified Acquisition of Base Engineering Requirements (SABER) indefinite delivery indefinite quantity contract with minimum design and construction services. The anticipated issue date for the request for proposal on or about 17 June 2014 with an anticipated closing date of 22 July 2014. The program magnitude is $7,500,000 in total aggregate value to include the base year and 4 option years under the contract. The Government determines what constitutes minimum design. Minimum design is defined as "A design effort that is incidental to accomplishing the required task". The Contractor will be required to furnish all materials, labor, plant, tools, transportation, equipment, testing services, quality control and incidentals necessary to provide complete and fully operational facilities and/or systems. The final product provided by the Contractor shall conform to government accepted commercial/industrial quality standards in regards to fit, finish, form and function as detailed in each project Statement of Work (SOW), the SABER Technical Specifications and industry standards as typically referenced to and utilized by the trades industries. Performance of work is in support of operations on Malmstrom AFB, as well as surrounding site complexes and other remote areas under the control of Malmstrom AFB, MT. Remote areas are within approximately 150 mile radius from Malmstrom AFB, MT. Potential contractors must be registered in the System for Award Management (SAM) to be eligible for award. This acquisition is set-aside as a competitive 8(a) IAW FAR 19.805. The North American Industry Classification System (NAICS) for this acquisition is 236220, with a size standard of $33,500,000.00.
