SIMPLIFIED ACQUISITION for BASE ENGINEER REQUIREMENTS

(SABER)

CONTRACTOR QUESTIONS & ANSWERS

1. Question: Can the base provide the number of task orders and the amount of each delivery order during the most recent SABER contract?

a. Answer: Yes, the information is provided under separate attachment.

2. Question: Are the coefficients for the most recent SABER contracts releasable?

a. Answer: Yes, the information is provided under separate attachment.

3. Question: Is design required on all Delivery Orders?

a. Answer: Not typically, but it is dependent on each individual delivery order. It is possible that every delivery order could require design

4. Question: If design is required is the contractor to provide a design to 35% or 100%?

a. Answer: Contractor is required to produce constructible drawings, reference Solicitation Section J Attachment 1, Statement of Work, Section 15.0.

5. Question: If design is not required on all Delivery Orders does the contractor still get paid for the design services that they incorporate into the coefficient or is there a separate line item for design?

a. Answer: Line items are available for professional engineer/architect design services in the UPB. Typical design requirements are covered under the coefficient. Special design requirements, i.e. professional engineer stamps, are covered under the UPB line items and are only applicable to that special design portion.

6. Question: Is RS Means CostWorks an acceptable estimating software?

a. Answer: Cost Estimating software must meet the requirements of Section J, Attachment 1, Statement of Work, para 10.1.3.1 and 10.1.3.3.

7. Question: Confirm that the coefficient should include ALL of Division 1 as stated in the SOW or does the coefficient include Division 1 with the exception of the sections that are identified for Division 1 (011131.20, 011131.50, 011131.75, 0121, 0131, 0132, 0141, 0152, 015409, 015439 (see para 2.2.5), 015623, 015632, and 0174) that is indicated on page 14, Division 1 - General, Section 01 00 00 - General Requirements specifications?

a. Answer: The line items that are ineligible must be included in the coefficient and cannot be included in a proposal for a delivery order. The line items that are ineligible to be used are listed in the General Specification Section 01 00 00, Para 1.2.4.

8. Question: Section 10.1.4.4 (1), Indicates that UPB prices are for in place quantities and then states no allowances for waste/compaction. So if 100 yds of fill material is placed and compacted will the contractor get paid for what was placed or will it be reduced due to the compaction factor?

a. Answer: This is dependent upon the unit for the line item being used. For example, when converting between Loose Cubic Yards (LCY) and Embankment Cubic Yards or Bank Cubic Yards (ECY or BCY) a swell or reduction factor is used -- typically 20%. 20% increase if converting from ECY/BCY to LCY and a 20% reduction if converting from LCY to ECY/BCY. No allowances are given for waste.

9. Question: Can CCASS evaluations be provided in lieu of PPQ's being turned in?

a. Answer: PPQs are not required and CCASS evaluations are not required to be turned in in their place. The Government is required to pull all CCASS evaluations for the past performance evaluation portion. Please keep in mind that this will be accomplished IAW Sections L & M of the solicitation.

10. Question: Will it be acceptable to include past and/or current SABER contracts for past performance evaluation if no task orders or combined are within the evaluation requirements of the required cost magnitude of $500,000 - $1,500,000?

a. Answer: This is being reviewed and an answer will be provided at a later time. The discrepancy between Section M para. 3.4.2 and Section L 5.3.3.1 will be addressed in an upcoming Amendment. At this time Section L para 5.3.3.1 is intended.

11. Question: Do you want a CD for each volume or one (1) CD that includes the information for all three (3) volumes?

a. Answer: Provide one (1) CD per volume.
