About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 22 (Network Contract Office 22), seeks annual carpet cleaning services at the New Mexico VA Healthcare System via RFQ 36C26226Q0763, a Firm Fixed Price Indefinite Delivery Contract with proposals due July 24, 2026. This is an SDVOSB set-aside; the procurement is not open to unrestricted competition.
Place of performance is the New Mexico VA Healthcare System, 2401 Centre Avenue SE, Albuquerque, New Mexico 87106. The contract covers approximately 25,000 square feet of carpeted space within a 68,000 square foot facility operated by the Cooperative Studies Program Clinical Research Pharmacy Coordinating Center. The contract period consists of one base ordering period and four additional optional ordering periods at the Government's discretion. The estimated budget is $8.5 million.
This is a new requirement; services were previously performed in-house. The Government will consider quotes from subcontractors operating as SDVOSB prime contractors, provided proper disclosure of subcontracting structure and compliance with VA subcontracting limitations is maintained.
Contractor requirements include IICRC Carpet Cleaning Technician (CCT) certification and a minimum of two years of carpet cleaning experience. Services must be performed on Saturdays, excluding federal holidays, using low-water cleaning methods to prevent carpet glue degradation. All cleaning solutions and residues must be removed. The contractor must adhere to OSHA safety regulations, VA security protocols, and HIPAA requirements, and submit a quality control plan within ten days of award. Truck-mounted cleaning systems are not permitted on-site. A mandatory site visit is scheduled for July 21, 2026, 10:00 AM–11:00 AM Mountain Time. The NAICS code is 561740; PSC is S214. The point of contact is Naomi Meza, naomi.meza@va.gov.
