About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 21 seeks a contractor-operated laundry service for VA Pacific Islands Health Care System in Honolulu, with proposals due September 14, 2026, at 10:00 a.m. PDT. This is an unrestricted, indefinite-quantity, firm-fixed-price contract with a guaranteed minimum of $1,000 and a maximum of $3,000,000 over five one-year ordering periods from October 5, 2026, through October 4, 2031.
Place of performance is Honolulu, Hawaii. The contractor must provide daily pickup and delivery (seven days per week, year-round) of soiled and clean linens—bath towels, sheets, pillowcases, patient gowns, blankets, underpads, and biohazard bags—processing approximately 185,000 to 190,000 pounds annually. The contractor furnishes all labor, equipment, supplies, and transportation for contractor-owned and contractor-operated services.
The contractor must hold valid TRSA Hygienically Clean Healthcare certification (or acceptable alternative healthcare-laundry accreditation where TRSA is unavailable), comply with Joint Commission and OSHA standards, and establish a Quality Control Program with monthly reporting. Service quality metrics include delivery schedule compliance (AQL 4 discrepancies per month), weight accuracy (AQL 2), cleanliness and stain removal (5% monthly AQL), whiteness and tensile strength retention verified through independent laboratory testing (5% deviation tolerance), textile finish (AQL 2%), packaging (AQL 2%), prevention of damage to clean linens (AQL 2.5%), and contractor responsiveness to Contracting Officer contact within one hour (1 discrepancy per month). Trailers and carts must be cleaned with tuberculocidal germicide after unloading soiled linen and before loading clean linen (AQL 2.5%). The NAICS code is 812332, Industrial Launderers; PSC is S209.
Evaluation weighs technical and experience capability, past performance assessed via CPARS and FAPIIS, and price, with the government reserving discretion to prioritize price over technical factors. Service Contract Act wage determination WD 2015-5689 (Hawaii, effective August 12, 2026) applies.
