About this opportunity

The Department of Veterans Affairs Veterans Health Administration is seeking sources for tree removal and pruning services at the Wilmington VA Medical Center in Wilmington, Delaware. This Sources Sought Notice is a Request for Information (RFI) designed for market research purposes to develop the government's acquisition strategy, rather than a formal solicitation. Interested contractors must submit a brief statement of interest and capability statement via email to Contract Specialist Angelamarie Scott at Angelamarie.Scott@va.gov by 3:30 PM EST on Friday, November 21, 2025. While Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) are preferred, all capable contractors are welcome to respond. SDVOSB and VOSB respondents must provide proof of VetCert certification by the SBA, and contractors with relevant GSA Federal Supply Schedule contracts are encouraged to identify their contract numbers. The government will use the collected responses to evaluate potential socio-economic set-asides and refine its procurement approach.

No set-aside designation has been applied to this opportunity at this time, though the government is evaluating the feasibility of socio-economic set-asides based on market research responses. The procurement covers landscaping services under NAICS code 561730 and Product Service Code S208 and involves the removal of six designated trees and pruning services across the medical center campus. The contractor must complete all work within 60 days of contract award, operating during standard business hours of 8:00 AM to 4:30 PM, Monday through Friday. Key project requirements include safe tree removal, stump grinding to six inches below ground level, pruning to remove dead and damaged branches, site protection, debris disposal compliant with federal and state regulations, and restoration of disturbed areas. All contractors must adhere to OSHA and VA safety standards and verify site conditions and contractor licensing requirements prior to performance.
