About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 (VHA VISN 10) is soliciting proposals for solid waste collection and recycling services at four Southern Ohio VA Medical Centers located in Chillicothe, Cincinnati, Columbus, and Dayton. This solicitation (RFQ #36C25026Q0297) is issued under full and open competition with no set-aside restrictions, allowing both large and small businesses to compete. The procurement is for commercial items under FAR subpart 12.6 with NAICS code 562111 (Solid Waste Collection) and a small business size standard of $47.0 million in annual receipts. Key contract requirements include provision of disposal services, recycling services, equipment rental, recurring haul fees, and on-call/emergent pickup fees across all four facilities. Evaluation will be based on administrative completeness, technical approach (quality control and continuity procedures), past performance (via questionnaire or CPARS ratings), price (evaluated using net present value at a 6% discount rate), and veterans involvement. The response deadline is 1:30 PM EST on April 3, 2026, with all quotations to be submitted via email to Joshua.Kovar@VA.gov using the required Price-Cost_Schedule v2 Excel template.
This is an unrestricted procurement with no incumbent identified in the solicitation documents. The maximum total contract value is not to exceed $3,250,000.00 with a guaranteed minimum of $40,000.00 in the first fiscal year, though estimated annual tonnage and pricing vary significantly by location, with Dayton requiring the largest volume at approximately 1,250-1,290 tons annually and Columbus the smallest. The base contract period runs from June 1, 2026 through May 31, 2027 (as modified from the original April 1 start date), with four one-year option periods extending through May 31, 2031. Large businesses must submit a formal subcontracting plan, while small businesses must identify any subcontractors and describe their work; all vendors must provide insurance documentation, disposal facility identification with contingencies, quality control and continuity plans, and past performance references. Performance will occur at the four VA Medical Centers in Southern Ohio, with additional support provided to Fort Thomas VA Domiciliary in Kentucky and Springfield Community-Based Outreach Center in Ohio.
