About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 16, seeks regulated medical waste and reusable sharps container management and disposal services for Central Arkansas Veterans Healthcare System facilities, with proposals due June 10, 2026. This is an SDVOSB set-aside, and the contract is structured as an indefinite-quantity agreement with a five-year performance period (August 1, 2026 through July 31, 2031) at a $3 million ceiling and $2,500 guaranteed minimum.
Place of performance is the Central Arkansas Veterans Healthcare System, primarily at McClellan Memorial Veterans' Hospital, 4300 West Seventh Street, Little Rock, Arkansas 72205, plus North Little Rock and six Community-Based Outpatient Clinics. The contractor must supply and maintain up to 1,500 reusable sharps containers monthly across all facilities, provide collection Monday through Saturday between 6:00 AM and noon at main facilities (monthly or as-needed at CBOCs), and dispose of an estimated 1,569,000 pounds of regulated medical waste over the contract period through incineration or alternative methods approved by Arkansas Department of Environmental Quality and Arkansas Department of Health. All work must comply with OSHA, EPA, FDA, DOT, and CDC regulations. The incumbent is NEIE Medical Waste Services, LLC.
The contractor must complete a site survey, provide an Exposure Control Plan and Spill Response Plan, maintain a contingency plan operable within 12 hours of notification, electronically submit monthly STAR reports and invoices, carry $500,000 minimum general liability insurance, and demonstrate three years of experience servicing similar-sized hospitals. The Quality Assurance Surveillance Plan requires 100% acceptable quality level across eleven performance standards, with monthly assessment meetings and a rating system of Excellent, Satisfactory, or Unsatisfactory. Service Contract Act prevailing wage rates apply across multiple Arkansas counties. Contractor must limit subcontracting to 50% for service contracts.
