About this opportunity
The Department of the Air Force Air Combat Command's 633d Contracting Squadron is soliciting a firm-fixed-price contract for comprehensive HVAC duct cleaning services at the Ryan Center (Building 10) at Joint Base Langley Air Force Base in Hampton, Virginia. The contractor must provide all management, transportation, tools, supplies, equipment, and labor necessary to clean three Air Handler Units (AHUs), supply vents, and plenum return grills in the 137,000 square foot facility, with work performed by National Air Duct Cleaners Association (NADCA) certified Air Systems Cleaning Specialists (ASCS). The cleaning must conform to NADCA standards and result in a visually clean HVAC system that operates without issues, providing clean, conditioned air free from harmful allergens and debris. The government will evaluate proposals using a best value approach with technical capability and price given equal importance, requiring offerors to receive an "Acceptable" rating in technical subfactors related to scheduling and security requirements. Questions regarding the solicitation were due by September 24, 2025 at 1:00 PM, with responses provided by September 25, 2025 at 12:00 PM, and proposals are due September 29, 2025 at 1:00 PM.
This procurement is designated as a 100% small business set-aside with no incumbent contractor identified, as this represents a new contract opportunity. The total solicitation includes a maximum award value of $9,000,000, though this appears to encompass the full contract vehicle rather than the specific task value. The performance period spans 120 days after receipt of order, with work scheduled to occur during both normal working hours (7:30 AM to 4:30 PM) and after-hours (4:30 PM to 4:00 AM) to minimize disruption to facility operations. The project requires specialized equipment including a lift with at least 26 feet of working height, and contractors must manage approximately 80 Variable Air Volume (VAV) boxes throughout the facility. All personnel must be U.S. persons capable of obtaining U.S. Air Force base access, with work performed at 22 Rickenbacker Road in Hampton, Virginia.
